Summary of Position
Serves as a key leader and advisor on budgeting and cash management for the university. Leads the coordination of the annual budget process with many constituents including the University Budget Committee and budget managers. Ensures the university’s working capital is managed to provide for proper cash flow and return on cash balances.

Education Requirements
A bachelor’s degree is required. A MA or MBA degree from an accredited college or university is preferred. Other preferred credentials include holding a CPA license.

General Purpose of Position
The Director of Budget and Cash Management is responsible for providing oversight and coordination of the university budget process. The Director works collaboratively with leaderships and departments across campus on budget matters using a problem-solving approach.
The Director attends meetings of the University Budget Committee and develops presentations for the Committee, university budget forums and the Board of Trustees. The Director monitors budget to actual performance and provides reporting to the Finance and Administration Committee of the Board as well as projections of year end surplus.
The Director also provides oversight and guidance for the university’s endowment. Other responsibilities include the management of the university’s working capital including cash forecasting.
Essential Duties and Responsibilities
Responsibilities of the position include:
Budget Process
Budget Process
o Coordinate process for budget manager requests for operations, positions and capital
o Maintains the university budget model
o Attends University Budget Committee meetings and provides budget analysis to the Committee
o Assists the AVP and VP for Finance and Administration with tuition, FFTE and discount rate analysis.
o Maintains capital planning spreadsheet for forecasting capital projects and funding
o Participates in monthly capital planning meetings with University Architect, AVP and VP for Finance and Administration.
Forecasting and scenario analysis
o Maintains the university forecasting tool
o Develops financial scenarios to assist with projecting capital project financing
o Determines debt capacity and impact on debt service coverage ratio
o Prepares analysis of projected Year End Balance results.
o Works with Elon university external financial advisor to develop financing scenarios
Preparation of Presentations
o Prepares presentations for Board of Trustees, and related Committees
o Develops presentations for the university budget forums o Develops ad hoc analysis and presentations for Vice President for Finance and Administration
Preparation of Presentations

Management of university working capital
o Monitor cash balances to support operations
o Provide cash forecasting to external funds manager for cash flow needs
o Supervises reconciliation of university bank accounts
o Maintains bank relationships and updates required information as needed
o Maintains internal control policies over cash management
Endowment Reporting
o Ensure accurate financial reporting of the university’s endowment
o Review endowment reconciliations and journal entries
o Oversee the NACUBO endowment survey
Year End Balance Analysis
o Prepare analysis of university budget surplus
o Work with constituents across campus for analysis of spending
o Analyze trends and project year end surplus
Other responsibilities
o Provides support to debt financing for capital projects
o Provides support to annual financial audit including financial statement and footnote review.
o Supports technology initiatives
o Mentor and provide professional development to staff.
Education and Experience
BS in Accounting, Finance or related field
MBA and/or CPA preferred
7-10 years of related experience, preferably in Higher Education
