Security and Operations Consultants
Democracy International (DI) is seeking to hire multiple
security and operations consultants (STTA) for complex environments to support the implementation of the Justice, Rights, and Security – Rapid Response Assistance (JURIS) activity. With growing threats against the rule of law, human rights, and security, the $20 million, multi-year JURIS activity will support short-term, rapid-response activities to address critical, time-sensitive concerns and windows of opportunity worldwide. DI’s global coalition of expert, dynamic partner organizations consists of The Carter Center, FHI 360, TAG International, Pan American Development Foundation, The Asia Foundation, Proximity, The Sentinel Project, GeoPoll, Humanity & Inclusion, Physicians for Human Rights, and Ropes & Gray.
This will be a remote consultancy, and this consultancy is open to US and non US citizens.
About the opportunity:
DI seeks consultants with experience working with local civil society groups to address escalating risk and/or disruption of operations resulting from targeted threats and/or instability, including groups facing acute surveillance because of their work or operating amid political unrest or violent conflict. Individual duties will be highly dependent on the needs of local actors and local context of JURIS interventions. Illustrative support could include:
- Conducting physical security and risk assessments for individual CSOs, including developing follow-up remediation and office security plans based on threat modelling and scenario-based training
- Hostile environment and personal safety training, including topics such as physical and psychological first-aid, situational awareness, travel planning and security, navigating security checkpoints and questioning/detention of staff, mental health and trauma, communications planning, and/or tactics for operating in civic unrest or conflict
- Developing contingency plans in case of emergencies such as office raids, legal harassment, kidnapping, or arrest of staff
- Supporting organizations experiencing extreme disruptions like office closures or exiled or relocated staff to reestablish operations safely and with a duty of care for staff and partners
Desired experience:
- Experience working as a security and operations manager in difficult environments or other relevant work experience
- The ability to identify and spotlight vulnerabilities and to react and advise on those vulnerabilities to mitigate the risk.
- The ability to think critically and innovatively about security solutions that can keep staff and assets safe while still allowing programs to flourish
- High degrees of sensitivity and understanding of working with actors facing extreme risk, marginalization, and/or discrimination.
