Position Summary:

Odyssey Systems has an exciting new opportunity for a Technical Program Manager supporting the US Space Force (USSF) Chief Strategy and Resource Office (CSRO) by providing Advisory and Assistance & Services (A&AS) in a comprehensive approach sustaining and improving administrative, programmatic, and technical fidelity associated with USSF CSRO daily operations


This is a full-time position located in the National Capital Region and surrounding area.

Responsibilities:
Duties include, but not limited to:
  • Manages USSF CSRO Professional A&AS Contract Requirements.
  • Interfaces daily with the Customer, the Contracting Officer’s Representative and the Contracting Officer to ensure delivery of contract tasks.
  • Supports enterprise integration, architecture/requirements development, and analysis.
  • Provides Planning, Programming, Budgeting & Execution (PPB&E) support.
  • Supports strategy development and integration.
  • Supports administration and management of service-level security cooperation programs, policies, strategies, plans, guidance, and supports global defense posture planning.
  • Supports development of service-level space Security Cooperation (SC) policy and programs, SC engagement plans, and SC Assessment, Monitoring, Evaluation (AM&E) reports in coordination with US Air Force International Affairs (SAF/IA).
  • Assists with determining future service force requirements, formulating policies and technical standards.
  • Assists with advocating changes to training and professional military education to meet future Space Force needs.
  • Assists with formulating policies for experimentation and war-gaming to test service concepts.
  • Assists with building partnership agreements with academic institutions to advocate for research and professional development opportunities.
  • Supports formulating policies for Service lessons learned.
Qualifications:

Minimum Qualifications:

Citizenship: Must be a US citizen
Clearance : Must have and be able to maintain an active Top Secret with SCI eligibility
Education: Master's in Management, Business Administration, Engineering, Science, or related discipline.
Years' of Experience: 20 or more years' of experience Operations, Engineering, Scientific, Analysis, Policy, Planning or Program Management.10+ years’ experience supervising personnel.
  • Experience with the Planning, Programming, Budgeting & Execution System (PPBES).
  • Knowledge of US, DoD, Joint and Service Strategic and Operational level planning documents.
  • Knowledge of DoD and Service level force structure processes and procedures.
  • Knowledge of Service level education and training processes and procedures.
  • Knowledge of DoD, Joint and Service level demonstrations, experiments, wargaming, etc. events.
  • Strong customer service, team, oral and written communication skills; experience briefing senior DoD leaders.
  • Proficient with MS Office programs (excel, word, etc.)

Preferred Qualifications:

  • Former senior military officer.
  • Military Educational Level (MEL) I Senior Service College.
  • DoD, Joint and Service (e.g., USAF, USA, etc.) experience.

Additional Information:

  • Duty location is in National Capital Region, Pentagon, Crystal City, and surrounding area
  • Occasional travel within the CONUS

Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
