SUMMARY OF POSITION
As a key member of the Financial Services team, this position reports to a Finance Manager. The Accountant is to perform governmental accounting, auditing, and financial reporting in accordance to GASB and GAAP as they relate to municipal finance. This position is a resource for the compilation of financial reports, budget, data analysis, and special projects.

Essential Functions/Knowledge, Skills, & Abilities

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Prepares monthly financials and cash flow reports for the component units.
  • Maintains the City’s leases in accordance with GASB 87.
  • Active in the year-end audit process, including preparation of GASB journal entries.
  • Prepares the City for future GASB pronouncements.
  • Assists with maintaining the City’s transparency website and financial reporting website, OpenGov
  • Assists with maintaining the fixed asset database and depreciation reports.
  • Assists in the budgeting and accounting of the Capital Improvements Program.
  • Reviews Council agenda items for financial and capitalization components.
  • Establishes and maintains credibility by providing timely and accurate journals, analysis and reports.
  • Performs complex analysis of financial data.
  • Assists with monitoring grant accounts, preparing reports and processing draw requests.
  • Assists with property tax and sales tax analysis and reporting.
  • Assists departments with general ledger inquiries and accounting questions.
  • Reviews contracts for completeness, accuracy, and conformance with established procedures.
  • Ensures financial reporting complies with legal requirements and financial transparency standards.
  • Provides timely and accurate analysis, reports, and visual presentations.
  • Complies with City policies and procedures to include work schedule and attendance policies.
  • Prepares monthly journals and regularly reconcile general ledger accounts.

  • Intermediate Microsoft Excel skills including the ability to calculate and tabulate data.
  • Mathematical skills that produce reliable calculations
  • Skill in the operation of standard office equipment.
  • Ability to speak and deal tactfully with others and exhibit a willingness to share information
  • Ability to exercise sound judgment, decisiveness, and creativity in various situations.
  • Ability to identify and implement process improvements.

Required Qualifications

MINIMUM QUALIFICATIONS
Bachelor’s Degree in Accounting, Finance, Business or Public Administration, or closely related field. Successful candidates should possess three (3) years of responsible experience in financial or accounting administration. Must be able to pass a background check and drug screen.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

PREFERRED QUALIFICATIONS
  • Local government experience preferred.

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License

Physical Demands/Supplemental

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communications ability.

WORK ENVIRONMENT
There is limited exposure to environmental conditions.
