Overview:
Under direction of the Vice President of Ambulatory Care Services (ACS), the Administrator provides Administrative oversight for the day-to-day operations which includes but not limited to; developing, planning, coordinating, and monitoring the professional and medical aspects of the health care delivery system. Ensures financial and operational functions of all services are rendered at the respective BFCC site; assists in coordination and evaluation of activities, projects, and programs of Ambulatory Care Services. Participates in the implementation of healthcare initiatives (PCMH, DSRIP, VBP, Quality, Centers’ of Excellence) to improve the patient experience, health outcomes and reduce cost. Responsible for survey preparedness; conducting environmental rounds, reviewing policies and procedures, educating staff on regulatory guidelines and expectations.
Responsibilities:
  • Demonstrates accountability in one’s work including following through on delegated assignments or pending feedback. Responsible for employee supervision, performance and employment development of assigned personnel in areas of responsibility and accountability.
  • Responsible for spearheading healthcare initiatives such PCMH for specialty services, Centers of Excellence and other programs that will improve the patient experience, health outcomes, reduce readmissions and increase revenue.
  • Ensure is continuously in survey readiness for all regulatory agencies by conducting environmental rounds to ensure compliance, educating staff and resolution of deficiencies are resolved and escalated when necessary; conduct am/pm huddles to improve communications, team building, and efficiencies with patient flow. Responsible for timely replenishing of supplies to meet patient needs. Reviews any city, state and federal regulations relating to compliance within ACS and advice personnel on how to improve programs to full compliance.
  • Demonstrate understanding of how ACC furthers the vision, mission, functions, business strategies, and structure of the organization. Formulates and develops methods and procedures to monitor and evaluate measures that impact revenue, population health, and patient satisfaction
  • Spearhead, collect, monitor and validate population health data and quality metrics for ACS. Ensure outreach efforts are conducted to increase compliance efforts for quality initiatives which includes preventive measure, HEDIS, QARR, Meaningful Use, and PCMH. Provide non-user member outreach updates, quarterly to leadership. Assist the teams in improving processes to increase compliance rate for all quality initiatives.
  • Coordinate all efforts in collecting, validating and monitoring the submission of quality metric to Vice President of Ambulatory Care.
  • Investigates and reports on patient complaints and identify and recommend ways to improve patient experience. Demonstrates diplomacy, tact, and discretion when dealing with internal and external customers when addressing concerns of our patient’s.
  • Responsible for the implementation and chairing of Health Care committees, participates in meetings, conferences, outreach, and seminars with internal and external customers including health care organizations and medical professionals to promote Brookdale and the BFCCs.
  • Ensuring all data is collected and disseminated to staff regarding statistics, reports, regulatory guidelines, and compliance, revenue cycle, population health, and patient satisfaction and performance improvement.
  • Evaluate and assess all functional job descriptions to ensure staff is functioning at the top of their titles; provide staff development, guidance, coaching, and mentoring of staff; establish staff development plans to increase efficiencies and opportunities for development.
  • Participates in establishing standards for the delivery of ambulatory care services; coordinates ACS work group on standards and indicators.
  • Interprets hospital and ACS policy objectives and operational procedures to leadership; resolves problems relative to staffing, utilization of hospital facilities, equipment, and supplies.
  • Provide administrative oversight to improve revenue cycle as it relates to ACC by monitoring of denials, claim edits, DNB, referrals account claims, route work queues, and open encounters; conduct audits to determine efficiency of staff and identify opportunities for improvement.
  • Supervise, delegate, coordinate, plan, and review work of subordinate administrative staff related to assigned task and projects in ACC that will impact patient flow, experience, revenue opportunities, and access.
  • Prepare and review policy and procedure manuals for compliance with regulatory agencies, in coordination with the Vice President and administrative staff, and recommends and implements changes as needed.
  • Institute tripod leadership meetings with primary care providers, RN’s, and management, to address faculty concerns and identify recommendations for improvement of patient experience, patient flow, revenue, population health management, improve communication, and staff morale.
  • Selects, hires, orients, and supervises staff in area of responsibility; initiates disciplinary action including termination; carries out annual performance evaluation of employees and identify opportunities for promotions, ensure all staff attend required trainings/in-service and meetings.
  • Ensure timely submission of payroll and supervision of all employees’ time and attendance.
  • Develops, manages and analyze annual budget expenditures to track and trend cost associated with delivery of care and operations.
  • Undertakes special assignments and projects as needed.
Qualifications:
Education:
  • Bachelor’s Degree required.
  • Master’s Degree from an accredited college or university in preferred emphasis on Hospital or Healthcare Administration, Public Health Administration, finance or management preferred.
  • A satisfactory equivalent combination of education training and experience.
Experience:
  • Five (5) or more years of full-time paid experience, of progressively responsible level in hospital administration with particular emphasis on development, evaluation and implementation of programs.
Knowledge and Skills:
  • Proven effective communication skills.
  • Familiarity with electronic medical record (EMR) and implementation of healthcare initiatives.
  • Knowledge of New York State regulations and designations (FQHC, PCMH, Diagnostic, Treatment Center, etc.).
  • Proficiency in Microsoft software and clinical systems within the healthcare spectrum.
  • Experience with a unionized workforce a plus.
Physical Requirements:
  • Consistent with requirements for working in a patient care setting, radiation emitting machinery setting, nuclear isotopes setting, and an office setting.
  • Position requires prolonged periods of standing, reaching, walking throughout the working day.
  • Position will be required to stoop, bend, lift, and carry items weighing up to 25 pounds.
