Mathematica is searching for analysts with experience or interest in providing technical assistance or operational support for Medicare payment policy and programs at either the provider, health system, or federal level. We are looking for individuals who can support current and emerging work related to Medicare programs focused on implementing, monitoring, and improving value-based care and alternative payment models. This role will primarily focus on two key offerings; (1) providing operational research support to the Centers for Medicare and Medicaid Services (CMS) to help develop and/or implement new value-based payment policies and programs, or (2) providing technical assistance to stakeholders, such as state and federal health agencies or health care providers. Additionally, as needed, Medicare analysts will work on or support project management, change management, and business development.
Medicare analysts will likely be staffed on 2-3 projects at a time, with many projects requiring client contact. Across all projects, Medicare analysts are expected to:
- Participate actively and thoughtfully in multidisciplinary teams to implement and monitor policy and programs
- Provide the direction and organization needed to help keep tasks or projects on time and on budget and facilitate communications across and between internal and external stakeholders
- Apply analytic thinking to support clients in the development of quality improvement strategies or technical assistance plans based on available data and subject matter expertise
- Contribute to the growth, expertise, and institutional knowledge of staff working in the Medicare area
- Bring creative ideas to the development of proposals for new projects
Specific project or new business development activities may include:
- Supporting the implementation of alternative payment models, including helping clients to assess and calculate the value and/or quality of health care services
- Supporting quantitative analysis and data-oriented tasks needed to implement and analyze payment policies and programs
- Authoring client memos, technical assistance tools, issue briefs, chapters of reports, and webinar presentations
- Providing technical assistance to health care providers, state agencies or federal staff including designing webinars or responding to questions from stakeholders.
- Providing project management and operations activities, such as monitoring designing and implementing tools and processes to help organize data and manage teams
Position Requirements:
- Master’s degree or equivalent in public policy, public administration, public health, behavioral or social sciences, or a related field; or a bachelor’s degree and at least 4 years of experience working in health policy or health research
- Strong understanding of or interest in Medicare policy and programs
- Strong analytic skills, including knowledge of quantitative and/or qualitative research methods
- Excellent oral and written communication skills, specifically the ability to write clear and concise materials and to speak with clients diplomatically.
- Strong organizational skills and high level of attention to detail; flexibility to manage multiple priorities, sometimes simultaneously, under deadlines
- Ability to think critically and creatively to solve problems and respond to client requests in situations where guidance is unclear or absent
- Work experience with a state or federal agency, a health care system, a foundation, or health care program is highly desirable

This position may be eligible for a discretionary bonus based on individual and company performance.
