ESSENTIAL FUNCTIONS: ***THIS POSITION IS NOT ELIGIBLE FOR REMOTE WORK*** The Accounts Payable Manager is responsible for determining, implementing, and managing the finance procure-to-pay tactics to help achieve RT&Ts contractual requirements while following corporate policy for accuracy and completeness in collaboration with internal and external stakeholders. This includes optimizing and streamlining the procure-to-pay process while improving overall cash flow and leveraging technology to gain efficiencies where appropriate. This function will also be responsible for the wide array of tasks associated with the accounting and internal control environments required for processing high-volume, vendor-centric accounts payable transactions and functions. This role will also lead and implement continuous improvement changes, while establishing critical measurements for all aspects of the transactional accounts payable operations of the company. Manages subordinate staff (x5) in the day-to-day performance of their jobs. Ensures project/department milestones/goals are met. Extensive knowledge of department processes. In-depth understanding of vendor relationships and billing practices, payment terms, and vendor payment processing. Understanding of accounting and finance relative to Accounts Payables and inventory, with knowledge of the cross-functional impacts and consequences generated from finance and receiving transactions. Must be well versed with government contracts (T&M, CPFF, FFP, Cost Reimbursable, and grants), govt. funding. Must be well versed with government contract accounting requirements (CAS/FAR/DFARS).
EDUCATION/EXPERIENCE REQUIREMENTS: Requires prior government contractor AP experience. Bachelor's degree in Accounting or related OR an equivalent combination of education (above high school level) and/or experience equivalent to five (5) years in fields utilizing the knowledge, skills, and abilities associated with this position. Requires a minimum of three (3) years AP supervisory experience. Ability to compose reports and correspondence using good business vocabulary and proper grammar and construction. Highly resourceful team player, with the ability to also be extremely effective independently. Requires Deltek Costpoint experience.
OTHER REQUIREMENTS: This position requires a Secret security clearance. Candidates must be eligible to obtain and maintain a Secret security clearance. Supports E-OMS operational objectives. Observes company Quality, Safety, environmental, Security, and Administrative policies; supports Process Improvement. **This position is not eligible for remote work.**
Job Requirements:
GENERAL DUTIES: Manages all activities in the AP function. Ensures timely payments of vendor invoices and expense vouchers. Maintains accurate records and control reports. Review applicable accounting reports and AP registers to ensure accuracy. Connect cross-functionally and develop effective internal and external working relationships with members of procurement, warehouse management, and the vendor community. Reviews that all payments are in compliance with Contracts and Accounting policies. Validates, verifies, and audits invoices against purchase orders daily
- Uploads all AP preprocessor files submitted by Accounting/Finance department. Creates/processes Positive Pay Files for bank accounts. Monitors all credit card reconciliations and ensures all are complete. Reviews and posts receipts and payments to appropriate ledgers, spreadsheets, records, and databases. Prepares, sorts, copies, files, and mails invoices, receipts, checks, and other correspondence. Prepares approved and signed checks to be mailed. Researches discrepancies, and approves invoices for payment. Prepares accounts payable checks; mails to vendors and files appropriate backup. Investigates problems that vendors or purchasing agents have with obtaining payment for bills. Supplier creation and management in ERP system. Performs reconciliations on large accounts. Responsible for all training in the department. Documents standard work and continually updates standard operating procedures. Proactively seeks educational and improvement opportunities and shares knowledge with team members. Supports principles of continuous improvement with energy and enthusiasm, functioning as a champion of change. Continually assess ongoing processes to identify areas for potential improvement. Assists with month-end and annual closings. Support internal, external, and government audits as required. Ad-hoc reporting and support projects as needed
OTHER DUTIES: Additional duties may be assigned to support contract/mission support requirements in job-related areas. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or emergencies.

PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires standing, sitting, bending, and some lifting or moving of objects. Applicant must be able to sit for long periods of time.
