RESPONSIBILITIES

SUMMARY Play a key role in shaping Jeffco's data strategy. Create, evolve, and govern the future state data architecture, providing direction for other architectural roles. Responsible for architecture, configuration, software development, upgrades, maintenance, patches, and fixes for District data systems. Provide technical leadership, technical requirement analysis, perform research, provide estimates, and evaluate options and solutions for application issues and system upgrades. Integrate custom development with commercial software packages. Assist interdepartmental groups with the implementation and management of information management technologies monitoring the performance of the information management systems. Support the District Data Governance framework and adherence to the organization's policies and procedures in compliance with federal and state laws and the District's information privacy practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Review current architecture and make recommendations specific to extract; transform and load (ETL) functions, database design and performance; and data delivery. Provide extensive data structure subject-matter expertise and consultancy to the team in areas of data design, dimensional model design, and optimization.

Provide facilitation and consensus building between technical stewards concerning information management procedures, processes, integrations, architecture, data uses, reporting and identified data issues.

Design and manage the Enterprise data architecture based on a thorough understanding of business value stream and the processes.

Contribute to the process of establishing a data lake/data warehouse/data mart based on the business requirements.

Conduct business information modeling: Create and manage business information models in all their forms, including conceptual models, relational database designs, message models and others.

Partner with analytics team to define, document, and communicate principles, patterns, and reference architectures that provide a clear vision for delivering value from data.

Serve as a trusted advisor for the data domain, ensuring architectures enable operational and analytical use cases for a wide range of users.

Enable enterprise information management: Ensure that the architecture is used as a lens and a filter to identify, prioritize, and execute the data and analytic initiatives with clear line of sight to enterprise strategies and business outcomes.

Ability to communicate, influence and persuade peers and leadership.

Ability to identify fit for purpose data stores (relational, NoSQL, document, graph, etc.) to meet business requirements.

Ability to quickly comprehend the functions and capabilities of new technologies.

Act as technical lead for projects; establish project goals and objectives; and identifying resources. Communicate with business units, project teams, and other Information Technology Departments using appropriate content and tools.

Participate in design of and process for change management systems and procedures, work directly with application development team members, Architectural committees and those on the Change Review team.

Mentor other IT and District resources to increase their technical proficiency, efficiency, and ability to leverage the data platform. Provide leadership in data management and reporting best practices.

Stay current with industry technologies and provide analysis for applicability of these technologies for District benefit.

EXPERIENCE Minimum of 5 years' experience in enterprise data architecture design. Strong experience with data systems in the Azure cloud and on-premises Microsoft systems. Prior experience with distributed data and analytics architectures in cloud and hybrid environments; student information systems such as Infinite Campus, PeopleSoft or other ERP system experience preferred.

EDUCATION AND TRAINING Bachelor's degree in Information systems, computer science, business/management or related field. Equivalent year for year professional experience will be considered.

CERTIFICATES, LICENSES, REGISTRATIONS No required certifications, licenses or registrations.

SKILLS, KNOWLEDGE, & EQUIPMENT Oral and written presentation and communication skills, interpersonal skills, problem solving, and planning skills. Deep knowledge of architectural patterns, such as data warehouse, data lake, and data hub; and the ability to leverage them to enable operational and analytical use cases. Understanding of system integration and data access approaches, such as APIs and event-based architectures preferred. Expertise in building architectures for data systems. Extensive knowledge of data modeling techniques for master data, transaction data, and derived analytic data. Expert knowledge of full life cycle data warehouse development methodology, including experience with multiple projects and full life cycle process. Ability to stay current with changes in technology.

DECISION MAKING Requires detailed analysis for possible conflicts or adverse impacts to production system availability and performance for any changes, upgrades, or fixes. Must research vendor information; comparing information to current system's configurations; and interfacing with the data administration and development teams. Must coordinate with system(s) production calendars to schedule installations without impacting the District users. An incorrect decision could cause the District wide systems to be unavailable for users, perform poorly, or cause a loss of data from the system due to incorrect configurations or installation. If there was a system failure or loss of data, this could cause an embarrassment to the District by impacting staff, students, parents, and various state and federal reporting agencies. Additionally, incorrect strategic technical decisions could jeopardize the District's capabilities and efficiencies for years to come. This could ultimately cause a loss or delay of revenues and negatively impact the District's reputation. Errors could potentially result in substantial embarrassment and/or cost to the District.

COMMUNITY RELATIONS Daily contact with professional staff within department to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, maintain relationships, and recommend policy; with professional staff outside department and vendors, contractors, engineers, and developers to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, and maintain relationships; with classified staff within department to discuss routine internal matters and obtain/furnish information; and with the Administrative Leadership team to furnish information. Contact with state reporting agencies, advisory committees and school support teams to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, and maintain relationships; and with classified staff outside department to discuss routine internal matters and obtain/furnish information.

SPAN OF CONTROL This job has no supervisory responsibilities; however, this position assists the Executive Director in the interview and evaluation process of candidates and will assist with employee evaluations. This position mentors other IT and District staff to increase their technical proficiency and efficiency, and reviews the work of other development staff for technical accuracy. Creates new technology standards based on industry best practices and implement them across the department.

EDUCATIONAL DELIVERY Provide support services for educational technology, educational resources, staff development training, transportation, Special Education, Health Services, Human Resources, and other business applications. Provide support to schools and students with various District wide financial and student systems used on
a daily basis. These systems process and store financial transactions from receipt of cash of fees from parents, purchase transactions, student attendance, student grades, and assessment information for students. These systems are used by classified, administrators, and teachers at all sites throughout the District. The majority of time is not spent on the school site.

COMPLEXITY OF WORK General direction is provided by the Executive Director to meet the needs of the requests based on implementation plans, system upgrades, or the Application Issue system. Requires independent judgment and thinking; formulation and interpretation of strategic improvements; interpretation of facts; technical and analytical skills; application of technical knowledge; and analysis of the impact a situation/decision has on the District. Must be able to analyze, synthesize, gather information, calculate, and interpret information. Must have strong ability to solve system problems.
