JOB DESCRIPTION
Summary/Objective
The Area Managers position oversees the day-to-day operations of their assigned areas by implementing policies, procedures, and practices to enable each property to meet budgeted financial goals and achieve operational performance objectives. The area is comprised of properties financed with diverse funding streams including federal low-income housing tax credit program, Project Based Section 8, and other affordable income restricted/low-income housing financing. The area manager provides direction and leadership to a growing team. This position reports to the General Manager.
Essential Functions

- Provides overall direction and supervision of day-to-day property management with oversight responsibility for management of the properties within the area.
- Ensures timely and accurate reporting for assigned area including vacancy and budget variances, staffing needs, upcoming inspections and others, as needed.
- Regularly visits site offices, inspects field operations, and reviews periodic reports from leasing managers to determine progress of occupancy and maintenance projects.
- Monitors and ensures adherence to all policies and procedures related to compliance with the Landlord Tenant Act, Section 8, Fair Housing practices, LIHTC, and funding sources such as Housing and Urban Development (HUD); works closely with Compliance to ensure compliance issues are addressed in a timely manner.
- Responsible for resolving resident relation issues and escalated complaints from residents.
- Inspects properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations in areas of efficiency. Conducts periodic inspection of vacant apartments for market-ready condition.
- Assists in or develops corrective programs for properties, when needed.
- Supervises and coordinates preparation of annual operating and capital budgets; monitors and makes recommendations on budget performance and prepares monthly or quarterly summary report of same.
- Trains and ensures Leasing Management Teams are utilizing Voyager efficiently.
- Other duties as assigned.
- Attend inspections OFHA, RD, HUD, Investors and any other inspector
- Write responses for Inspections of all kinds
- Oversee outside Venders to ensure proper work is being completed and pricing is fair and within budget.
- Run company errands as needed.
- Find Venders- advertising, meeting and greeting, following up to ensure all required papers are in for them to work for the complexes when needed
- Assist all Owners/President as needed, responding to letters, creating scopes, making calls, research items requested etc.
- Area managers - gather and working up most Area material with the help of General Manager, finding locations, food reservations when needed.
- General Office work
- Phone Calls/ Complaints- handle tenant complaints, vender complaints professionally at all times.
- Invoices- track and approve invoices for complexes, as needed
- Approve all written notices that leasing mangers issue to tenants including but not limited to money owed, etc.
- Office visits bi-weekly to the complex to oversee the files, petty cash, etc.
- Inspect and travel to all the properties in their region when needed
- Keep current on all laws by researching them when needed to insure the properties and leasing mangers always stay in compliance.
- Help leasing managers with day-to-day issues, paperwork, maintenance, etc. when on site.
- Maintain working relationships with all local PD as needed for the complexes
- Keep track of complex spending as needed to help insure complexes stay in budget
- Help keep morale up with leasing managers, provide guidance, always promote a positive culture
- Assist with complexes in their regions that temporarily do not have a leasing manager

Supervisory Responsibility
This position is directly responsible for leading all onsite/offsite leasing managers and maintenance personnel in their region.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position requires lifting heavy objects, walks, sit, balance, and stands for long periods of time. The employee lifts, pushes, pulls or carries objects and effectively bends, twists and climbs flights of stairs. Frequently lifts items more than twenty-five pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The position requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination
Position Type/Expected Hours of Work
This is a full-time position, 40 hours per week. This position is expected to be on-call for onsite emergencies.
Travel
This position travels to all properties in their region on a bi-weekly basis and is sometimes required to stay overnight. This area will include, but not limited to Bristow, OK., Cleveland, OK., Kellyville, OK., Mannford, OK., Glenpool, OK., Morris, OK., Checotah, OK.
Required Education and Experience
- Minimum of 2-3 years’ office experience.
- Minimum of 2-4 years of previous management experience.
- Minimum of 4 years of previous housing experience.
- Employee relations skills.
- Knowledge of industrial engineering, human resources laws and regulations, and employee relations skills.
- Working Computer Skills (Microsoft Suite, email, faxing, scanning, etc.)
- High level of conflict management skills
- Ability to multitask and perform under pressure
- Outstanding written verbal phone and email etiquette
- Self-motivated, self-starter
- Ability to work without direct supervision or alone
- Must have comprehension skills in order to understand the procedure book and other policies
- Levelheaded in emergency situations and professional in a court setting
- Experience working with people from different backgrounds and cultures, ability to manage up and down and keep a friendly outlook.
Preferred Education and Experience
- Some college
- Extensive safety and human resource knowledge
- Housing Credit Certified Professional (HCCP)
- More than 5 years of experience in housing and management.
Additional Eligibility Qualifications
- Must possess or can obtain a valid and appropriate state driver’s license prior to employment and keep this license up to date. Must have a satisfactory driving record.
