Job Summary/Purpose:
The Assistant Director of Campus Safety and Emergency Management serves as the supervisor of safety, security and emergency management employees and operations; provides oversight to safety functions of the Campus Safety Department; provides oversight of disaster preparedness and emergency management; drafts and implements emergency operations plan; serves as Director in their absence.

Terms of Employment:
  • This is a 12-month exempt position at pay level 25 in the Administrative salary schedule.
  • In an effort to be as transparent as possible, please note that the starting wage/salary ranges listed in our position postings are based on a thorough analysis of COCC’s pay equity, current budget, and specific employee group contracts. Thus, these ranges are fixed as noted in the posting and non-negotiable. The wage/salary schedules on the College website are used for internal purposes, and should not be interpreted as a means of negotiating starting pay during the recruitment process.
  • Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
  • Requires the provision of official transcripts upon hire.
  • COCC employees must work and reside in the state of Oregon at the time their work is being performed.

Essential Functions:
Supervision and Training:
  • Directly hire, supervise, train, discipline, and evaluate full-time, part-time, and irregular wage Campus Safety Specialists. Indirectly supervise support administrative / dispatch staff and any additional work-study students.
  • Provide oversight and direction to any contract security officers and manage the day-to-day contract requirements and scheduling of the contract security provider.
  • Assist with the department’s training programs, provide instruction and develop curricula. Assist with state accreditation for the Campus Safety Department’s training program. Provide training to staff on safety topics, emergency management and preparedness, conduct monthly/ quarterly training sessions and serve as a DPSST certified trainer.

Department Operations:
  • Administer the department’s staff scheduling system that includes regular staff scheduling as well as planned and emergency call-backs.
  • Administer the Department’s operational technology including dispatch systems, alarm monitoring, CCTV, radios, and vehicle computer systems.
  • Assist Director in creating and maintaining college safety compliance to meet federal, state and local regulations, existing college policy, and industry standards.
Campus Safety:
  • Assist in assessing the safety needs of the college. Work closely with Risk Management on policy and procedure related to campus safety. Recommend effective solutions, including but not limited to, threat assessment and management.
  • Assist all College departments in identifying needs for and managing implementation of enhanced safety equipment.
Emergency Management:
  • Assist in assessing the disaster preparedness and emergency management needs of the college. Works closely with Risk Management on policy and procedure related to disaster preparedness and emergency management.
  • Develop the Emergency Operation Plan and Continuity of Operations Plan in conjunction with the City of Bend, County of Deschutes, the appropriate city and county officials in Crook and Jefferson Counties, and other governmental agencies, as deemed necessary.
  • Assist with coordination and implementation of plans.
  • Assist with mitigation and prevention activities.
  • Work closely with the Director of Marketing and Public Relations to develop communication plans and protocols related to disaster preparedness and emergency management.
  • Provide education, support and training related to disaster preparedness and emergency management to COCC students, staff and faculty.
  • Proactively identify what internal and external resources are available in the case of a disaster or emergency; as appropriate enter into MOU’s with potential partners.
Collaboration and Liaison Activities:
  • Serve as the department’s day to day liaison to law enforcement, including referring suspected criminal activity and investigations as appropriate and in line with higher education standards, criminal justice agencies, and COCC’s threat assessment team.

  • Knowledge and support for the community college mission.
  • Knowledge of best practices in safety, security, and emergency management at community colleges.
  • Requires knowledge of federal, state and local regulations governing workplace safety and environmental health.
  • Knowledge of and ability to interpret federal, state, and local laws, codes, and regulations including Kaylee’s law, the Clery Act, and Title IX.
  • Ability to Work collaboratively and effectively with other departments, such as Department of Student Life, Residence Hall, Associated Students of COCC, and Human Resources regarding student and employee safety/security issues.
  • Knowledge of disaster preparedness and emergency management plans and procedures.
  • Ability to communicate clearly and calmly and to lead people in crisis situations.
  • Ability to safely operate a variety of emergency response vehicles in varied driving conditions, including inclement weather, hours of darkness and in emergency response.
  • Ability to work cooperatively with the diverse academic, socioeconomic, cultural, and ethnic background of community college personnel and students, and to create a respectful and inclusive workplace.
  • Ability to meet and deal tactfully and effectively with the public, as well as to de-escalate situations and people.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain positive and harmonious working relationships.

Physical Demands and Other Ergonomic Requirements:
Regular office hours are established between 8 am – 5 pm during the workweek. A flexible work schedule, including nights and weekends, may be necessary due to the nature of the responsibilities.
Incumbent must be able to function effectively indoors in an office environment engaged in work of primarily a sedentary nature. Requires the ability to work at a workstation for extended periods. Requires to write, read written materials and computer screens, and ability to use telephonic conversations. Occasional lifting up to 25 lbs. All individuals are required to perform essential functions with or without reasonable accommodation.

Minimum Qualifications:
  • Bachelor’s degree in Counseling, Social Work, Psychology, Sociology, Business Administration, Criminal Justice or related field.
  • Three years’ progressively responsible work experience in public safety and/or emergency management.
  • Two year’s supervisory experience.


License/Certification:
  • Current Oregon Driver’s License, or the ability to obtain within 30-days from hire date, and meet the requirements to drive campus vehicles.
  • Supervisory Security Manager licensing and Unarmed Officer certification through the Oregon Department of Public Safety Standards and Training, or the ability to obtain within 60 days of employment.
  • First Aid/CPR/AED certification or the ability to obtain within 30-days from hire date.

Necessary Special Requirements:
  • Successfully complete an extensive background check.
  • Successfully pass a psychological evaluation administered by a qualified licensed professional.

Preferred Qualifications:
  • Experience working with incident command structure including ICS 100, 200, 300, 400 and 700.
  • Experience working in higher education crisis intervention, public safety and/or emergency management, a working knowledge of stent care and threat assessment best practices, and of Cleary, FERPA, Title IX, VAWA and other specific laws.
  • Experience in overseeing or coordinating large scale emergency management events utilizing the National Incident Management System
