Job description
The AVC and Chief Information Security Officer works collaboratively with the University community to develop, operate, and manage effective information security practices and compliance in support of the University’s mission. The position ensures that her/his unit employs best security technology practices, stays abreast of changing legislative requirements and mandates, capably anticipates new threats and advances the cyber security of the UNC-CH campus. The position reports directly to the Vice Chancellor for Information Technology and Chief Information Officer and in consultation with his/her supervisor, sets strategic direction of both areas.
Mission for Information Security Office
To advance the University’s teaching, research and public service objectives by identifying and addressing risks to confidentiality, integrity and availability of University information and systems. This unit is committed to University outreach including timely responsiveness to inquiries, user awareness training, assisting and supporting members of the user community so they may conduct their professional activities with the highest level of safety, confidentiality and effectiveness.
Responsibilities
- Conducts performance reviews of Information Security direct reports to include goal setting and expectations.
- In coordination with the CIO and Assistant Vice Chancellor, ITS Finance & Administration, plans, develops and manages unit related budgets, actual expenses and related project costs.
- Develops and maintains a highly respected, robust, technically sound and achievable Information Security Program for the University.
- Works with schools and academic units to ensure protection of data used in support of the University’s mission of education, research and public service.
- Creates and implements a full-scale security awareness program to ensure campus constituents are properly educated on best practices to follow in performing their work and in risks to the University if policy and procedures are not followed.
- Responsible for the operation of the Identity Management unit
- Works with security and compliance committees and working groups to ensure full collaboration and consistency across the campus in implementation of security-related policies, standards and procedures.
- Coordinates with University Counsel, Internal Audit, and law enforcement officials to ensure information security compliance with all legal and regulatory requirements in order to minimize the risk of interruption to academic and research activities.
- Manages and/or coordinates the proper handling of copyright issues, including receiving, tracking and resolving these issues.
- Extensive knowledge of and experience in a leadership position in a higher education setting.
- Knowledge of sound management and administration principles and practices for managing direct reports. Interpersonal communication, human relations and team building skills.
- Extensive background in and understanding of the spectrum of Information Technologies and how IT Security fits into the matrix.
- Specialized knowledge of IT Security best practices and developments in the IT industry as well as across higher education.
- Keeping up to date on the current IT Security risks and challenges in the current environment.
- Mature diplomacy skills and the ability to moderate between competing parties.
- Knowledge of systems and project management principles and practices.
- Demonstrated negotiation skills
- Ability to develop cooperative agreements and MOUs/SLAs with appropriate partners
- Ability to explain technical issues and policies to non-technical persons
- Excellent oral and written communication skills
- Ability to foster and maintain good working relationships with faculty, administrators, students, senior management, and other IT leaders
- Ability to develop and assess budgets and technical proposals
- Ten years of administrative management, especially in a large technology organization, the majority of which has been spent in higher education.
- In-depth computing and support experience across a broad spectrum of technologies in a higher education setting.
- Track record of sound personnel and financial management.
- Track record of excellent customer service and support.
- Track record of positive relationship and rapport building.
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
