The Assistant Vice Chancellor for Policy and Instructional Support Services assists the Senior Vice Chancellor for Academic and Workforce programs by working with constituent groups to coordinate the development and maintenance of State Board policies related to academic and workforce programs and student development services, including program approval processes, transfer policies and articulation agreements, dual enrollment, credit for prior learning, workforce development, and placement policies. The assistant vice chancellor also develops and maintains policies to support online, hybrid, and competency-based program delivery to provide opportunities for students to learn through multiple modalities and oversees implementation and evaluation of system-wide instructional technologies, including the online library and the learning management system. The assistant vice chancellor provides executive-level support for the Senior Vice Chancellor for Academic and Workforce Programs and engages in system-level strategic planning and evaluation processes.
ESSENTIAL JOB FUNCTIONS
  • Oversee academic program approval process, maintenance of master course file, dual enrollment agreements, and other academic program processes and documentation
  • Coordinate policy recommendations for the Workforce Development Services Advisory Council, the Academic & Student Affairs Advisory Council, and the Chancellor’s Faculty Advisory Council; track and manage policy development through the various stages of the governance process
  • Coordinate, prepare, and present academic, workforce, and student services policy recommendations and updates to the State Board for Community Colleges and the Advisory Council of Presidents
  • Ensure the currency of the VCCS Policy Manual, including technical changes
  • Coordinate with vice presidents and faculty to develop policies to support online, hybrid, and competency-based program delivery methods that provide opportunities for students to learn through multiple modalities
  • Oversee implementation and evaluation of system-wide instructional support technologies, including online library services, learning management system, tutoring solutions, and online proctoring services
  • Oversee VCCS participation in the Online Virginia Network; develop and implement quality standards for OVN participation
  • Represent the VCCS in communications and strategic initiatives with the State Council of Higher Education for Virginia and other state agencies as needed
  • Manage the academic programs and instructional support services budget
  • Provide staff leadership to working groups assigned by the Chancellor or Senior Vice Chancellor of Academic and Workforce Programs
  • Ensure colleges’ compliance with federal laws, accreditation standards, and state laws pertaining to academic and workforce programs.
  • Lead and manage the Programs team

Academic Programs and Policy: Knowledge of the types, composition, development and delivery of academic programs, including degree, certificate, career studies certificates, diplomas; knowledge of academic and career pathways, including dual enrollment, credit for prior learning, stackable credentials, guided pathways, and transfer; knowledge of federal, state, VCCS, and SACSCOC policies for academic programs; comprehensive understanding of the VCCS mission and strategic goals for academic programming
C areer Education and Workforce Programs and Policy: Knowledge of credit and noncredit career education and workforce development programs; knowledge of state economic development efforts; knowledge of federal workforce programs and the connection points to community college programs; knowledge of Virginia’s workforce development systems, including the roles of all state agencies with workforce responsibilities; in-depth knowledge of short-term training programs, outcomes, and connections to employment
National, State, and Organizational Trends and Goals: Knowledge of higher education theory and practices, including current state and federal higher education and workforce development goals and objectives; knowledge of key challenges and opportunities associated with student enrollment, academic and career pathways, retention, credentialing and employment preparation.
Governance Process and Structures: Knowledge of the governance structures and processes within colleges, System Office, SCHEV, Virginia, and US. DOE
Skills
Skilled in use of web-based programs, Microsoft Office and VCCS systems including HRMS and EVa.

REQUIRED QUALIFICATIONS
3-5 years experience leading academic and/or workforce programs
Master’s degree
Experience in policy development and working with governance boards
Experience implementing large scale programs and projects
Experience in effective engagement with internal and external constituents to advance the organization’s vision and goals
Experience communicating with various audiences and building collaborative relationships across divisions, colleges, and agencies
Experience leading and supervising teams

Preferred Qualifications
Doctoral degree preferred
