Position Overview:

The Associate Director, Capture & Proposal Efficiency reports to the Executive Director for Capabilities Analysis & Assessment and Capture Management Excellence (CA&A/CMX) within the Requirements & Capabilities (R&C) team. They lead a team that works across R&C and the broader RMD business to drive efficiencies in the capture and proposal process, with a particular focus on improving efficiency in bid and proposal.

The individual is required to lead updates to the RMD “Winning New Business” processes that are part of the Integrated Product Development System (IPDS). The successful individual in this role must have the strategic vision and experience to update the current RMD capture and proposal process and the capability to work across the company to implement changes that will have a direct influence on overall capture win rate and cost efficiency.

Responsibilities To Anticipate:

  • Lead the efforts to achieve efficiency targets in bid and proposal execution, to include working with other functional areas to drive improvements in proposal management and development.
  • Develop and execute the workplan for overall improvements to IPDS “Winning New Business” processes based on changes in the customer and internal environment.
  • Provide instruction to capture and proposal teams both in a classroom and “Just-in-Time” setting.
  • Develop and track efficiency metrics with report-outs to senior leadership on a regular basis.
  • Coordinate with the Position to Win team to collect and publish best practices in capture and proposal execution and efficiency.
  • Work with the Capabilities Analysis & Assessment team to increase RMD capability in cost modeling within our operational analysis and help foster a focus on cost as a requirement.
  • Some domestic travel is required as needed to coordinate with other multiple areas within the RMD business.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 12 years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years’ of experience
  • Direct experience in capture and / or proposal efforts
  • Experience in U.S. Government acquisition processes RFP structures and requirements compliance
  • Experience in financial planning such as New Business Investment (NBI) funding and processes
  • An active and in-scope Secret US security clearance

Qualifications We Value:

  • Master’s Degree or advanced degrees
  • Experienced team leader, leading large scale efforts and / or direct management experience
  • Significant experience leading and winning capture and proposal efforts and ability to influence change within the RTX organization
  • Capability to teach others on capture and proposal excellence
  • Direct experience Foreign Military Sale (FMS), and Direct Commercial Sale (DCS) proposals and both sole source and competitive proposals
  • In-depth knowledge of RTX programs and capture/proposal processes
  • Familiarity with RTX businesses, policies, and practices
  • Ability to respond efficiently and effectively to time-critical requirements with superior results
  • Certified Capture Manager (or equivalent)

The salary range for this role is 139,000 USD - 277,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
