The Department of Administrative Services (DAS) is currently seeking applicants for Attorney 2 on its Labor and Legal Services Team. This position reports to the DAS General Counsel Supervisor.

This position will primarily represent state agencies in personnel-related administrative hearings and arbitrations. This position will also provide personnel-related legal guidance to both internal DAS staff and state agencies.

Specific Duties:

  • Acts as the legal representative for the State of Iowa in grievance arbitrations and assigned contested case proceedings before administrative agencies
  • Serves as the Director's designee in collectively bargained and administrative rule-based grievance procedures
  • Researches and reviews applicable legal authority and guides DAS and executive branch agencies
  • Completes legal projects and other duties as assigned
In addition to the law degree, preferred applicants will have a strong labor relations background with documented work history of representing management or unions in negotiations/proceedings.

This is a non-merit position with the Iowa Department of Administrative Services.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list.

Selectives

354 Law Degree
Possession of a law degree from an accredited institution.

AND
356 Labor Relations
6 months’ professional experience, 12 semester hours in college level labor relations coursework, or a combination of both involving:

  • Representing management or the union in negotiations
  • Representing management or unions before labor relations administrative agencies such as NLRB, PERB, etc. at the state or federal level.
  • Representing management, the union or the employee in disciplinary proceedings
  • Labor contract administration providing advice to supervisors and managers or union officials Work as hearing officer or mediator for a labor relations agency at the federal or state level such as NLRB, FMCS, PERB

Minimum Qualification Requirements

Applicants must have graduated from an accredited school of law to qualify for positions in this job classification.

Additional Qualification Requirements

Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to be admitted to the Iowa State Bar if required at the time of appointment.
