BDR is seeking a Business Architect, Sr. to join our growing team! The ideal candidate will be working virtually from their home office with the ability for occasional travel (10-20%) to Maryland, Pennsylvania, and Virginia.

Role Overview

As VA continues to deliver critical services while multiple enterprise-wide system implementations take place, the VA Procurement and Logistics Office Integration Support Services (P&LO) requires a partner to advise across all task areas who has demonstrated experience with large-scale transformations, including electronic health record (EHR) and enterprise resource planning (ERP) implementations.

Responsibilities

Deep subject matter expertise in the following:

  • Management and support the analysis, design, development, and implementation of diverse, enterprise-wide processes and application systems in the healthcare supply chain community
  • Expertise with Lean Six Sigma–Define, Measure, Analyze, Improve, and Control (DMAIC) principles and tools to feed processes, opportunity areas, data requirements, and sourcing activities to incorporate into the implementation phase
  • Utilize comprehensive ISO 9000/9001 and Lean Six Sigma–DMAIC to support improvement opportunities that reduce variation and increase the efficiencies addressed in the Implementation Plan
  • Conduct Capability Analysis during the baseline reviews to understand system limitations. Facilitate Value Stream Maps
  • Brainstorm potential solutions to counter root cause(s) identified in the analyzation phase.
  • Create a Pugh Matrix to assist with evaluation and ratings to compare solutions either against each other or a standard
  • Perform a client validation workshop to debrief on proposed process changes and redesign plan and/or new processes.
  • Provide business analysis, testing, and project management support services in support of the establishment, implementation and near-term (life of the contract) operations of VBA’s data quality program, and business process improvement.
  • Services and deliverables shall be executed in accordance with the best practices of the Business Analysis Body of Knowledge (BABOK), including but not limited to:
    • documentation and improvement of business processes.
    • elicitation, documentation and validation of software requirements (in various formats – VA does not standardize);
    • creation of requirements traceability matrices;
    • facilitation of requirements, technical meetings, business process design session, etc.;
    • development and assistance with of governance programs.
    • participation (barring inherently governmental functions) at other governance, requirements, or technical meetings.
    • tracking and coordinating software and systems enhancements through change control processes (including basic tracking of configuration controls as enhancements are promoted through various environments);
    • documenting business and systems architectures for data domains.
    • developing white papers, analyses and position papers either describing/reviewing/analyzing specific issues or providing justification or support for particular positions.
    • provide subject matter expertise and assisting with issue/incident management for production data quality issues or issues where production databases/services performing associated with data domains are having issues.
    • cost/benefit analysis.
    • consulting on issues surrounding change management.
  • Conduct process improvements and quality management across its VHA healthcare supply chain directly
  • Support VA P&LO to identify processes involved during hospital production and operations management.
  • Perform assessment of critical supply chain functions across VAMCs.
  • Create process maps to show flow of material, associates tasks, hand-off, and relationships between steps.
  • Document and develop a common and standard template for the business rules between the various applications being implemented and provide VHA Supply Chain Business Process

Required Minimum Qualifications

  • Bachelor's Degree in Computer Science, Engineering, Management Information System, another related field, or its equivalent
  • 8+ years’ experience as Business Architect with federal programs/projects
  • Experience working with the Department of Veterans Affairs (VA)
  • Ability to obtain a Public Trust level clearance or higher
  • Excellent written and oral communication skills
  • Lean Six Sigma Master Sensei Certification

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance.
