Position Summary:
Delivers support to other departments through specific projects and programs developing analytic business cases, action plans for opportunity capture, and facilitating organizational and process performance improvements. Performs project management including consultative situation assessment, problem definition, solution design, development of studies, project scope, specifications, cost estimates, action plans and other work products, and active facilitation required to deliver value in addressing such opportunities and challenges. Addresses diverse business and technical needs with an efficient methodology with ability to multi-task. Leads by influence and listens well to incorporate and enable positive team performance.
Key Responsibilities/Duties:
- Manage and execute a wide range of projects using an efficient methodology, strong time management and organizational skills, and overt goal orientation Assigned challenges may include, but not limited to developing business plans and/or project proposals; transportation modeling and planning; benchmarking; business process documentation and improvement; benefit cost analyses; maritime related market analysis and business planning; and other general technical and business-related questions.
- Work with supervisors, peers, and others to prioritize workload in context of business goals and strategic objectives
- Be able to provide subject matter depth in at least one (1) technical or functional discipline – Engineering, Telecommunications, Construction Management, Environmental Science or Business Process Re-Engineering, LEAN, 6-Sigma, Management or Technical Consulting, Organizational Change, etc.
- Be knowledgeable of other disciplines and functions at the port and provide insight for connecting multiple perspectives in solving complex issues
- Participate and advise cross functional teams focused on specific opportunities and challenges. Lead teams where appropriate. Provide technical or business consultative support where needed. Perform project management activities on all assigned port infrastructure projects
- Review work of project team members for technical adequacy and completeness
- Coordinate and communicate with others within or outside Port Houston for the assigned work
- Make high quality written and verbal presentations to stakeholders to convey goals and objectives, technical direction, and general status of projects
- Prepare technical documentation and final reports covering various aspects of projects
- Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
- Perform other duties as required
Education/Experience:
- Bachelor’s degree in an Engineering, Science or Mathematics discipline, Construction Management, Business Analytics, Economics, Architecture or related major from a public or accredited private academic institution required
- Advanced degree in a technical or business area preferred
- Project Management Professional (PMP), Black Belt or other related discipline credential preferred
- 3+ years of technical analytic, project management and business analysis experience required
- Experience with consulting processes and best practices
- Texas Professional Engineer License or on track to obtain is a plus
Knowledge, Skills, Abilities and Behaviors:
- Knowledge of the design and preparation of plans and technical specification writing for engineering projects
- Knowledge of construction techniques and sequences
- Organization, time management and prioritization skills
- Ability to read technical documents and evaluate product technology by reviewing trade journals, manufacturer’s recommendation of materials and other research
- Ability to concentrate and observe details while being interrupted
- Ability to meet deadlines on routine basis
- Ability to clearly communicate, and articulate issues at an appropriate level, with Engineers, consultants, surveyors, Port Houston executives and other Port Houston personnel, outside government entities, and members of the public
- Ability to perform written calculations and produce project documentation
- Ability to establish and maintain effective working relationships
· Ability to work without extensive direction or supervision in managing aspects of a project
