Starting Pay Rate: 18.00

I) Job Purpose

This position is responsible for providing customer service focused assistance with the planning, organizing, and coordination of purchasing and procurement activities across the agency. This is accomplished by following procurement and purchasing policies and procedures; developing specifications for purchasing goods and services and preparing procurement documents. This includes acquiring resources following best practices, within time constraints, and facilitating communication between the agency and its providers in order to deliver products and services according to the strategic business plan. This position will be responsible for assisting with the implementation of and supporting processes that provide timely, cost-effective, high quality contracts through cooperative and proactive procurement practices. Works under supervision, with latitude for the use of initiative and independent judgment.

II) Essential Functions

Provides organizational experience in all purchasing activities.

Performance Requirement(s):

A) Provides customer service and coordinates the purchase of merchandise, supplies, and equipment and services using established guidelines, rules and regulations, policies and laws; prepares, reviews, tracks and expedites purchase orders; review purchase order claims and contracts for conformance to company policy, regulations and laws. Maintain records of goods ordered and received.

B)Assist in the development and preparation of bid specifications; ensure requests for bids, quotes or proposals meet the minimum federal and state law requirements; coordinates the distribution of bid invitations to vendors; analyzes responses from bidders; maintain procurement files. Oversees or recommends purchase of items and awards annual contracts.

C)Assists in the maintenance of the procurement database and coordinates with departments and vendors to make purchases; monitor and track vendor performance; discuss defective or unacceptable new goods or services with users, vendors and others to determine cause of problem and take corrective action; develop and maintain relationships with key vendors

D Administer purchasing policies and procedures in conjunction with department-specific requirements, regulatory guidelines and state and federal laws in order to support business needs; assist with training of staff regarding purchasing and procurement practices and policies.

F) Perform other job duties or responsibilities as requested or assigned within Purchasing and Procurement team.

IV) Internal & External Customer Service

A) Contact with all levels of leadership from within the agency will be a normal occurrence; the employee will accomplish this with average written and verbal skills.

V) Travel

This position requires driving to and from locations for work and/and may require overnight traveling. Employees are required to have a license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.

A) Computer/internet/email, printer, copier, scanner, 10-key calculator, agency phone system.

F) Defined Experience: One year of experience related to purchasing and procurement of goods and services in a public section environment.

G) License/Certifications: Valid state issued driver’s license with acceptable driving record.

VIII) Agency Requirements

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

F) Prior approval from supervisor is required for all Paid Time Off (PTO) and Overtime.

G) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

H) Employment is at will, as well as agency needs may change.

I) Agency dress code is to be followed at all times.

J) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
