The Associate Vice President to the Office of the Chief Operating Officer will touch all elements of PHP Strategy and Operations to drive PHP forward into its exciting next chapter and will quickly establish a partnership with the Chief Operating Officer and will strive to understand the business, the processes, the people, and the potential so that they can represent the Health Plan Operations organization. This role will be responsible for driving and supporting a broad portfolio of work in collaboration with functional leaders, including business planning and performance management, human resources and workforce management, training and knowledge management, enterprise governance, strategic planning, business performance and optimization, as well as directing the day-to-day rhythm of PHP Operations.
Business Planning & Performance Management: Drives the annual business planning processes and manages analysis, monitoring, and reporting on enterprise-wide performance management.
Human Resources & Workforce Management: Leads comprehensive workforce / talent management planning and execution, spanning from workforce forecasting to change management.
Training & Knowledge Management: Oversees comprehensive employee training platform and processes across functions to ensure consistency in efforts and quality.
Enterprise Governance: Drives governance and accountability framework across the organization, through enterprise-wide committees and development of cross-functional interaction models.
Office Services / Facilities: Manages all regular facilities, supplies, mailing, security, and other capabilities to support brick-and-mortar and physical presence of PHP as an organization while also assisting and/or leading special projects, external events, and communications.
ESSENTIAL FUNCTIONS
Overall Management Responsibilities:
- Works alongside the Chief Strategy & Operating Officer to ensure the overall Office of the COO is running smoothly, efficiently, and effectively.

- Develops and manages an operating budget as appropriate.
- Inspires and motivates managers to build and grow high-performing teams.
- Works with the executive leadership and legal department to assure compliance at all levels.
- Performs other duties as assigned.
- Assists and/or leads on special projects, external events, and communications.
Business Planning & Performance Management:
- Collaborates with the PHP executive leadership team to determine and prioritize business planning and strategies across various functional areas to inform execution and implementation of operational and financial plans.
- Drives the cadence and content for strategic and operational reviews.
- Develops standards, guardrails, and general processes to measure, track, and analyze performance across all functions.
- Oversees all performance management analysis, monitoring, and reporting all functions.
- Consolidates and report on performance against enterprise-wide strategic goals and function-level operational goals for Executive Leadership
- Supports development of corrective action plans to address performance gaps.
Human Resources & Workforce Management:
- Oversees Workforce Committee management, including development and advancement of workforce and talent strategy and capacity planning.
- Presides over the Productivity Council (sub-committee within the Workforce Committee) to ensure efficient operations.
- Develops standards, guardrails, and general processes to strengthen and optimize current workforce and enable caregiver success across Chief Strategy & Operating Officer organization.
- Leads the design and creation of change management programs, including best practice development, caregiver engagement, and communications design, as well as implementation and execution on change management approach (e.g., communications with members / caregivers, to training of practitioners).
- Develops and enforces workforce and talent management practices across functions to promote more efficient employee utilization and better talent management.
- Supports development of corrective action plans to address gaps in workforce performance.
Training & Knowledge Management:
- Develops standards, guardrails, and general processes to ensure consistency and quality in training and knowledge management practices across all functions.
- Develop and oversee implementation of employee training platforms, modules, and processes across functions.
- Supports development of corrective action plans to address gaps in training and knowledge management practices.
- Manages regular upkeep of an internal knowledge management system to inform staff and members of pertinent information across the organization, in turn enabling efficient and high-quality care delivery.
Enterprise Governance:
- Develops and maintains standard governance processes, decision making procedures, and operating standards to inform how functions and capabilities will interact across the organization.
- Manages and coordinates enterprise governance model and committee meetings in accordance with committee charters.
- Outlines clear issue resolution and escalation processes to manage cross-functional decisions.
Office Services / Facilities:
- Coordinates day-to-day facility and space issues and related services; helps with design and construction of projects with electrical, mechanical, and contractors.
- Manages all inventory, ordering and stocking of supplies, purchasing of equipment, and other related functions.
- Coordinates of all mail, postage, printing, external and internal deliveries, and member packet fulfillment.
- Oversees building security, safety measures, and disaster recovery.
QUALIFICATIONS
- Bachelor's Degree in any relevant field; equivalent experience
- Master's degree in business administration, Healthcare Administration, or a related field; or equivalent experience
- 10+ years of experience with strategic planning, business performance, and operational excellence within a large health or social service agency, non-profit, or mission-driven corporation
- 10+ years of experience partnering with senior executives on a 1:1 and collective level.
- 10+ years of experience advising and facilitating key leaders in areas of strategic planning, business performance, and optimization.
- Direct or indirect experience working in or with an integrated health system, Human Resources, Finance, Governance, and/or Corporate Services
- Possesses ability to seamlessly step in on behalf of the Chief Operating Officer at meetings/events and represent the entire Office of the COO
- Has the ability to lead a high-performing team in a complex, matrixed environment.
- Thrives on the versatility of managing cross-functional initiatives and balancing extensive data and detail.
- Demonstrated ability to balance day-to-day and urgent needs of multiple issues/projects simultaneously while exercising rapid business judgment to support effective real time decisions.
- Understands complexities of the healthcare industry, health plan dynamics / operations, and interconnectivity of each of the major industry players (e.g., health plans, hospitals, life sciences firms)
- Possesses a broad strategic and operational acumen, sound business judgment.
- Ability to drive Health Plan Operations organization towards meaningful change, even during times of setback and obstacles.
- Demonstrates ability to establish and achieve audacious goals for enterprise-wide business performance and monitor progress through the creation, refinement, and tracking of KPIs and other performance indicators.
- Advances the accountability framework across the organization with standardized governance processes and procedures that enable fair and consistent decision-making and operating standards.
- Possesses a high level of creativity and problem-solving skills to identify innovative and appropriate approaches to strategic and operational issues.
- Works collaboratively with C-suite leadership on topline strategic planning
- Ability to create executive level presentations and facilitate executive level meetings, on behalf of the Chief Operating Officer, that receive buy-in across levels and audiences to enable critical decision-making.
- Demonstrates excellent verbal and written communication skills, with the ability to build rapport and credibility with business leaders within a virtual/hybrid team setting.
