Hiring Range: $94,177.02 - $117,721.27Full Salary Range: $94,177.02 - $141,265.52Responsible for assisting the Assistant Director of Engineering Services in all aspects of civil engineering activities with primary responsibility for managing tasks associated with development review including, but not limited to, review of construction drawings, site plans, plats and zoning submittals, cost estimate approvals, obtaining and reviewing easements, and conducting meetings with developers, consultants, engineers, and homeowners. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. Position performs other related work as required.

EXAMPLE OF DUTIES
Duties and responsibilities include, but are not limited to, the following: Essential FunctionsProvide excellent customer service.Provides analytical and developmental recommendations relating to engineering plans, specifications and reports on improvements and new construction for the Town.Assists with the development and implementation of design manual, ordinances and procedures.Review and provide comments on subdivision plats, construction and development plans in compliance with infrastructure needs and appropriate local standards, ordinances, and accepted practices.Manages all phases of assigned private development and related infrastructure projects.Assist in the review of zoning change requests, preliminary plans, final plats, site plans, (etc.), regarding engineering issues.Provides direction to consultants regarding the review and approval of plans, construction specifications, details and reports for private development and infrastructure projects.Applies consistent design standards, construction details and specifications to meet Town standards and engineering practices.Evaluates and responds to technical inquiries from inspectors, consulting engineers, developers and contractors.Reviews exhibits and descriptions for easements and right of way acquisition.Prepares council agenda items for assigned private development or other special projects.Attends meetings with consultants, developers, contractors and other staff as necessary.Conducts site inspections as necessary for private development and infrastructure projects at all phases of construction.Evaluates and responds to public, inter-departmental and Town official inquiries.Provides technical assistance to staff engineers on plan review and use of proper procedure and interpretation of Town requirements to ensure conformance with Town standards.Review and provide comments on subdivision plats, construction and development plans in compliance with capital improvement needs and appropriate local standards, ordinances, and accepted practices.Provide information, as requested, on existing and proposed infrastructure system (i.e., location, size and/or depth of existing and proposed water, sewer, and storm drain lines street/thoroughfare alignment and roadway width, etc.).Identify problems and prepare and recommend solutions for drainage issues throughout the Town.Receive and respond to citizens, developers, and/or engineers inquiries and complaints regarding engineering issues.Assist with the coordination and performance of flood plain administration duties in accordance with FEMA and local ordinances.Compose and prepare correspondence.Additional DutiesAssist with the preparation of briefings for Town Council and Planning and Zoning Commission on engineering, development, and capital improvement project related items.Attend meetings and perform other related duties.Assist with the preparation of various reports for the Town Manager and department heads, (etc.).Perform other duties as specified by the Town Council, Town Manager, Executive Director of Infrastructure and Development, Town Charter, or the laws of the State of Texas.

MINIMUM QUALIFICATIONS
Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Bachelor of Science degree in Civil Engineering from an accredited university with a minimum of five (5) years related experience, municipal civil engineer or land development experience preferred.Knowledge of the principles and practices of civil engineering, particularly with the design, construction, and maintenance of public works projects. Experience in land development including grading, drainage, street and utility design is an asset.Training: Must actively participate in professional associations in order to keep current in the changes of the law and practice of job responsibilities.Maintain a comprehensive knowledge of municipal laws, codes, policies and guidelines applicable to the job responsibilities.License or Certification: Must be a Licensed Professional Engineer in the State of Texas or be able to obtain Texas license within six months.Must possess a valid Texas “Class C” driver’s license.Knowledge of: Civil engineering and development review practices.Modern methods and techniques used in the design and construction of water, wastewater, drainage, and street infrastructure. Laws and regulations pertaining to civil engineering, municipal improvements, and public works projects.English usage, spelling, grammar and punctuation.Computer skills using Windows, WordPerfect, Microsoft Office applications, Internet, Adobe Acrobat and conversion techniques, and Microsoft Outlook. Ability to: Prioritize and organize various assignments in order to produce efficient results.Operate standard office equipment.Communicate clearly and concisely, both orally and in writing.Understand and follow written and oral instructions.Provide tactful and appropriate responses to inquiries from the public, other departments or agencies.Establish and maintain cooperative-working relationships with those contacted in the course of work.Read and understand reference and legal materials such as the Local Government Code and other State statutes.Exercise sound judgment and take responsible actions as a Town representative during contact with the public, elected and appointed officials, developers and other Town employees.Coordinate with State and Federal agencies and demonstrate the capacity to foster relationships with external organizations.Supervise the work of subordinate professionals, technical staff, and consultants. Avoid any conflict or appearance of conflict of interest in the performance of duties and responsibilities to include election related items.Present information in public forums in a professional manner.Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.PHYSICAL DEMANDS: The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.
