The Human Resources (HR) Department is responsible for ensuring Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations, collective bargaining agreements, policies, and best practices. The staff within the HR department provides direction and consultation to managers, supervisors, and staff regarding all facets of human resource administration.

ABOUT THE POSITION: Are you detail oriented? Our ideal Classification & Compensation Analyst embodies strong communication skills and a sound analytical foundation.

In support of the agency mission, this position provides expert-level guidance and consultation, independently acting as a point of contact for assigned areas of the Human Resources Department. This position provides professional human resources consultation to WSDA employees and management. Subjects of consultation may include, but are not limited to, classification and compensation, and HR data analytics.

This position is based out of Olympia, WA. WSDA embraces modern work environments and processes, this position is eligible for flexible work hours and telework.

Duties

Some of what you'll be doing:

Serves as an expert in classification and compensation for assigned divisions.


  • Reviews and analyzes Washington General Service (WGS) employee position descriptions to determine proper allocation.
  • Performs expert level review of all position reallocation requests.
  • Conducts on-site job/desk audits and research.
  • Analyzes organizational structure of client units; develops and proposes alternative staffing configurations to enhance unit effectiveness.
  • Responsible for the WSDA Washington Management Service (WMS) banding committee process and acts as a WSDA banding team member.
  • Provides interpretation and explanation of applicable WACs, RCWs and collective bargaining agreements, policies and procedures.
  • Drafts responses, tracks progress, and may represent WSDA on issues related to employee-initiated appeals resulting from classification decisions.
  • Assists with Exempt Management Services (EMS) position updates and acts as a member of the EMS banding team.
  • Participates in class studies; works with the Classification and Compensation Manager, executives, managers, supervisors, OFM State HR, union class/comp specialist.
  • Tracks, audits, runs reports, and maintain position descriptions; ensures compliance, assists with upholding the integrity of the statewide classification plan.
  • Assist with updating and maintaining policies related to areas of expertise.
  • Creates updates and presents trainings on classification topics.
Provides HR data analytics and reporting to a team of human resource professionals, all levels of WSDA management, and staff.
  • Processes and Monitors HR data requests.
  • Acts as a point of contact for all HR data requests; coordinates and participates in projects and requests as a data subject matter expert.
  • Gathers requirements from internal and external customers, independently determines reporting needs, appropriate data source, and most effective reporting method.
  • Extracts and combines HR data from multiple data sources.
  • Provides senior level technical oversight on the Human Resource Management System (HRMS) and Washington Workforce Analytics (WWA)
  • Completes HR monthly reports; researches, audits, and makes corrections to required reports; to include but not limited to; LWOP, PID, Task Monitor; Monthly Employee Data Report.
  • Researches employee date specification data for accuracy and compliance.
  • Prepares annual seniority lists per applicable collective bargaining contract (CBA).
  • Works with the HR Processor to calculate quarterly seniority date adjustments for part time employees and full time employees.
  • Identifies HR reporting system limitations and develops solution recommendations.
  • Manages OFM system updates related to HR processing and HRMS; completes requests and updates HR Management on changes or concerns.

HRC3 (In-Training) to HRC4 Requirements


  • Bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field. Equivalent education/experience may substitute on a year for year basis.
  • (2) Two years human resource experience to include keying personnel and position actions directly into a statewide system, extracting and/or analyzing report information from various HR databases for distribution.
  • Possess the following core competencies as outlined by State Human Resources at time of hire: Treats Others with Respect and Courtesy, Dependability, Accountability, Judgment and Problem Solving, Leadership, Communication, Relationship Building, Ethics and Integrity, and Embracing Diversity and Cultural Differences.
  • Demonstrated history of attention to detail.
  • Demonstrated history analyzing, interpreting, and applying rules, regulations, policies, procedures and bargaining agreements to assist customers.
HRC4 Requirements

  • Experiencing with position allocation within a state agency.
  • PHR, SPHR, SHRM-CP, SHRM-SCP
  • Skilled in strategic thinking, analytical abilities, organizational skills and communication/interpersonal skills with a focus on results.
  • Knowledge of federal and state laws, EEOC, HRC, civil service and labor employment law such as the Fair Labor Standards Act.
  • Knowledge of SAP Business Intelligence.
