Job Objective: Under the general direction of the Executive Director of Human Resources develops and implements strategic recruitment and employment initiatives for talent acquisition of nursing personnel as well as national recruitment for those positions noted as “recruitment sensitive”. Manage recruitment and employment programs to ensure that the organization meets strategic goals

Duties and Responsibilities:

  • Establishes an excellent working relationship with all hiring managers and executive staff and team members.
  • Develops strategic sourcing for prospective employees needed to meet the hospital’s total staffing requirements.
  • Develops and implements strategic recruitment and employment programs and assessment tools geared to assist in talent acquisition process.
  • Identifies and utilizes effective applicant sourcing alternatives such as electronic sourcing, referrals, direct mail, job fairs, college and university relations etc. for nursing.
  • Develops recommendations in support of successful retention of qualified and competent employees.
  • Conducts preliminary screening of applications and transfer requests and routes to appropriate department.
  • Assures qualified applicants are recruited and recommends selection to fill authorized vacancies.
  • Complies with all union negotiated contracts to include processing of hires, demotions, transfers and wage adjustments.
  • Ensures appropriate employment records and systems including job requisitions, application forms, resumes are maintained.
  • Manages the recruitment, hiring and immigration paperwork of international hires.
  • Conduct regular follow-up with hiring managers to determine the effectiveness of recruiting plans and implementation of process.
  • Represents the hospital at job fairs, conferences, career days, etc. to include national travel for recruitment of hard to fill positions.
  • Manage the use of approved outside recruiters and headhunters for open positions.
  • Coordinates appropriate marketing travel to aid in obtaining adequate staff for recruitment sensitive positions.
  • Works with the Training and Development department in conducting training programs to develop our leadership staff to aid in retention initiatives.
  • Consults with hiring managers/directors/executive staff on various Human Resources issues.
  • Conducts exit interviews to assist in obtaining information to reduce hospital attrition.
  • Develop and review process for appropriate contracts with vendors and outside recruitment agencies.
  • Develop and implement a follow-up process conducted within 30 days of separation of employment for selected past employees, to capture possibility of rehire potential
  • Ensures thorough background checks are conducted for potential employees to include: employment verifications, references, education verification, SS trace, driver’s license, criminal, and sex offender searches
  • Responsible for employment functions, such as recruitment, staffing, screening, Interviewing and selecting candidates for Nursing and/or Allied Health positions
  • Implements recruitment strategies with management to identify qualifying criteria and advertising strategies
  • Assist with developing recruitment plans for nursing and difficult to fill positions
  • Recommends research and analyzes data in support of the development and evaluation of recruitment plans, and the evaluation of market conditions and applicant pools
  • Screen and ranks resumes, and maintains application files
  • Recommends, within established salary ranges, hiring-in rates based on candidate qualifications and salary, internal equity, market conditions and department funding considerations
  • Make job offers to candidates selected by department and negotiate salaries

Communication:

  • Communicates appropriately, both verbally and in writing, with all levels of staff and applicants with regard to recruitment and employment matters
  • Coach hiring managers on recruitment planning and best practices depending upon departmental need
  • Consults with management to assist them in determining a clear understanding of current and future workforce needs and implements improvements to staffing processes including sourcing and selection

Human Resource training processes:

  • Conducts Recruitment and Employment presentation at monthly hospital orientations
  • Conducts/Co-facilitates effective interview techniques with management
  • Understands, teaches and implements elements of empowerment and team building
  • Adheres to all Compliance & Integrity Program rules and requirements
  • Conducts supervisor training program regarding employment process

Non-Essential Duties:

  • Performs preliminary screening of applications/resumes/internal transfer requests and routes to the appropriate department
  • Extends offers as appropriate
  • Validates applicant qualifications and recommends selection to fill authorized vacancies as requested
  • Maintains appropriate employment records and systems including job requisitions, on-line applications, resumes, and job descriptions, etc.
  • Continuously strives to improve the level of overall service provided and proactively making recommendations to improve recruiting efforts
  • Coordinates and processes requests for temporary personnel
  • Prepares internal/external advertising for vacant positions, including varied media such as print, billboard, web-site, etc.
  • Attends regular meetings as required
  • Reviews and processes Personnel Action Forms
  • Special projects as assigned.

Education and Experience:

  • Minimum 5 years Human Resource experience in a recruitment role
  • Minimum 2 year Associates/Diploma RN degree required
  • Bachelor’s degree or equivalent experience
  • Three to five years’ experience previous experience in healthcare recruiting

Required Licensure and/or Certifications:

  • Professional in Human Resources or Senior Professional in Human Resources certification and/or healthcare experience preferred
  • Current Drivers license required
