Duties include, but are not limited to:

Enforces local ordinances and state statutes related to abandoned vehicles, animals, trash, weeds, and zoning violations. Patrols city to identify and address violations. Issues verbal and written warnings and/or summons to violators. Follows-up on notices issued. Writes reports and testifies in court when required. Responds to public inquiries, complaints, concerns and suggestions. Interprets and explains codes and ordinances.

Traps and captures animals and transports to shelter. Destroys animals when necessary. Removes dead animals from streets and disposes of them properly. Investigates animal cruelty violations. Verifies automobile VIN numbers. Tags abandoned vehicles and arranges towing. Prepares vehicle impound documentation.

Prepares annual code enforcement budget for review by supervisor and department director. Prepares records of daily activities; maintains files. Prepares annual statistical reports and maintains database. Maintains high level of customer service. Attends community meetings as needed. Assists with special programs and events.

Ongoing training with animals, animal investigations, up-to-date awareness of zoonosis. Assistance with animal awareness and training for a county or northern region,

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of applicable City, county, State and federal statutes, regulations, ordinances and codes.

Knowledge of the policies, procedures and goals of the Federal Heights Police Department.

Knowledge of various breeds of wild and domestic animals.

Knowledge of geography of Federal Heights and surrounding areas.

Skill in working with the public in a positive and effective manner.

Skill in humane handling of wild or domestic animals.

Skill in managing multiple tasks efficiently.

Skill in the safe use of various animal handling equipment including traps, extendable baton, tranquilizer gun and pole syringe.

Ability to handle confrontation and diffuse situations.

Ability to observe and exercise reason and good judgment.

Ability to collect, assemble and recollect facts and details.

Ability to read and interpret various codes, rules, regulations and laws.

Ability to communicate effectively orally and in writing.

Ability to work independently and exercise good judgment and decision-making.

Ability to operate standard office equipment including multi line telephone, 10-key, facsimile machine, copier and printer.

Ability to use standard computer equipment and software including word processing, data base management, spreadsheet applications.

Ability to establish and maintain effective working relationships with City management, employees, law enforcement personnel, citizens and the general public.

MINIMUM QUALIFICATIONS:

High School graduation or equivalent plus one year of work experience including customer service. Equivalent combinations of education and experience may be considered.

ADDITIONAL REQUIREMENTS:

Valid Colorado Drivers License, good driving record, and rabies vaccine.

WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:

Physical activities include frequent sitting and regular standing, walking, running, kneeling, crouching/stooping/squatting, twisting upper body, lifting and carrying up to 50 pounds, dragging up to 75 pounds; coordination, jumping; hearing, seeing, speaking, and manual dexterity. Work outdoors in heat and cold, uneven terrain, and in confined spaces; handling vicious or dangerous animals; interactions with upset or angry individuals. May be exposed to infectious diseases. Frequent driving is required.

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA. The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA). The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits. Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
