Gwinnett County, one of the nation’s fastest growing and most diverse counties is searching for a Community Engagement Coordinator to join the Planning and Development Department. Gwinnett County is located approximately 30 miles northeast of Atlanta, Georgia. With a 2020 population of nearly 1 million residents and an anticipated 2040 population of more than 1.3 million, Gwinnett County is currently the second most populated county in the state.

The Gwinnett County Planning and Development Department includes six divisions: Administration, Planning, Development, Building, Code Enforcement, and Housing and Community Development. With approximately 160 employees, the Department provides services related to planning; zoning; development; permitting; licensing; inspections; affordable housing, and code enforcement. The Department’s vision is to set the standard for service excellence and to be a champion for a sustainable community. The mission of the Department is to plan, preserve, and build a healthy community through continuous engagement and superior customer service. This position is located within the Planning Division.

This position reports to the Long-Range Planning Manager and is responsible for the following job duties:


  • Serves as the primary point of contact for Division and Department community outreach and engagement, helping to disseminate information about the Department’s goals, projects, programs, activities, and impact to community members and other key stakeholders.
  • Conducts grant research and grant application writing, including report-writing and public presentations to groups of all sizes.
  • Identifies initiatives to involve typically underrepresented groups in community engagement efforts and ensures the County’s diverse residents can participate fully in all activities.
  • Participates in community planning efforts to develop small area plans for the County.
  • Develops strategies, best practices, and standards for a range of quality outreach and engagement efforts and activities;
  • Collaborates with the Gwinnett County Communications Department to manage and develop marketing materials to engage community members and other stakeholders.
  • Collects and analyzes data about community needs to identify areas where the county may have the greatest impact; Creates community engagement databases to track and report on community engagement activities; researches and recommends community engagement process software.
  • Collaborates with all Department Divisions, staff from other County departments, consultants, nonprofit partners, and other partners to ensure effective outreach and engagement efforts.
  • Executes community engagement activities, including but not limited to the development of best practice tool kits, implementation of site-specific community engagement efforts and providing technical assistance.
  • Provides strategic direction to consultant teams executing community engagement tasks.
  • Works in partnership with the Department of Communications to develop communication tools and strategies to inform residents and other stakeholders of community engagement activities and project status updates.
  • Collects and maintains data on community engagement efforts and provides regular progress updates to Department and County leadership.
  • Coordinates, schedules, and facilitates outreach events, community events and meetings with community members, homeowners’ associations, including public forums, workshops and pop-up events.
  • Coordinates activities and carries out outreach events with schools, businesses, and community meetings, etc.
  • Represents the Department at various events, forums, and workshops, as needed.
  • Performs other duties as assigned.
Minimum Qualifications:
  • Bachelor’s Degree in Planning, Public Administration, Communications, or related field
  • Three years of community engagement experience
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job as listed above.
Preferred Qualifications:
  • Master’s Degree in Planning, Public Administration, Communications, or related field
  • Three years of community engagement experience
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job as listed above

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
