Job description
This position acts as the go-to person when a community is between managers, extra assistance is needed at a property, or when a community manager is out of the office for an extended period. If you enjoy jumping into new projects, and have experience managing affordable housing communities, this position is for you. The Community Manager Floater will travel amongst properties managed by Relay Resources to perform day-to-day oversight of financial and physical operations at assigned properties, in addition to maintaining excellent resident relations. Our properties are located from Vancouver, WA, to Milwaukie, OR and from outer NE/SE Portland, OR to The Dalles, OR.
RESIDENT RELATIONS
- Responds to resident questions, concerns, and requests in a timely manner, taking appropriate action to resolve, address and document issues.
- Assists applicants in the completion of various leasing forms, outlining conditions and terms of occupancy during the term of the lease.
- Welcome and show prospective residents rent ready units, the overall property, and explain occupancy terms.
- Maintains good public relations and interacts with external/internal customers in a positive, respectful, and professional manner.
FINANCIAL OPERATIONS
- Coordinates resident move-in activities including collecting deposits,completing paperwork, and new resident orientation, per established policies and procedures.
- Collects and monitors monthly rents (resident and assistance payments as applicable).
- Takes appropriate precautions to safeguard all monies received.
- Prepares check batches for deposit promptly and accurately.
- Processes resident move-out activities, per established guidelines.
- Responsible for lease enforcement including but not limited to accurate and timely preparation and service of lease violation notices.
- Initiates and processes court actions and attends court proceedings to facilitate evictions, if necessary.
- Responsible for timely and accurate data input into our integrated property management information system.
- Assists Portfolio Manager and Director of Housing – Property Management with preparation of annual property budget.
- Coordinates with the Director of Housing – Asset Management and insurance adjusters on open property claims.
- Completes possession/vacating Property Condition Report (PCR) of the unit condition and submits necessary paperwork for reconciliation.
COMPLIANCE AND ADMINISTRATIVE
- Adheres to Relay Resources’ policies, procedures, and internal controls in carrying out day-to-day duties.
- Maintains and monitors project waitlist per established guidelines.
- Completes annual income verifications, as applicable.
- Completes and submits reports, forms, and other paperwork as required.
- Maintains appropriate paperwork, files, and records.
- Ensures compliance with applicable laws, rules, and regulations, including but not limited to Fair Housing and Landlord Tenant Laws.
- Maintains work area in a clean and professional manner.
- Attends required department or organizational meetings.
- Actively participate in ongoing training and development.
PHYSICAL OPERATIONS
- Monitors building and grounds for safety, security, cleanliness, and general good condition.
- Submits work orders as needed to address safety concerns and maintain the property in good condition.
- Works in partnership with the Maintenance Technicians to ensure property is maintained and functioning well.
- Collaborates with Maintenance Technicians and Maintenance Supervisor when complex repair and maintenance projects are necessary.
- Coordinates with vendors for regular and preventive maintenance activities.
- Investigates resident complaints about malfunctions of utilities or furnished household appliances and submits work order requests as needed.
- After-hours work may be required in the event of inclement weather or property emergency.
- Performs minor maintenance tasks as needed.
- Performs regularly scheduled property inspections of the building exterior and grounds.
- Assists in preparing the property for all required regulatory inspections,including but not limited to HUD REAC, NEF, LIHTC, and MOR inspections.
- Performs twice annual inspections of all units.
OTHER
- Act as a mentor for less experienced Community Managers.
- Assist in the delivery of field training for new Community Managers.
- Special projects and other duties as assigned.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
- Minimum educational requirement - High School diploma or general education degree (GED); Associate degree (AA) or equivalent from two-year college or technical school preferred.
- Three or more years of progressively responsible multifamily housing property management experience, including HUD and / or LIHTC experience.
- Valid driver’s license and reliable automobile; safe driving record and evidence of comprehensive automobile insurance.
- Ability to pass criminal history background check and/or fingerprinting as appropriate at any time during employment.

PREFERRED SKILLS
- Working knowledge of the Yardi system preferred.
- National Affordable Housing Management Association (NAHMA) National Affordable Housing Professional Certification (NAHP) / Specialist in Housing Credit management(SHCM) / Fair Housing Compliance (FHC) designation OR National Center for Housing Management (NCHM) Certified Manager of Housing (CMH) / Fair Housing Specialist(FHS) OR equivalent.
SCOPE & ACCOUNTABILITY
- Operates from established and well-known procedures. Decisions are made within established organization guidelines.
- Performs duties independently, but guidance and direction are available for unusual or critical situations.
- Position involves a high degree of complexity in dealing with recurring work situations with occasional variations from the norm.
- This position has significant level of responsibility. Errors may result in financial or reputational harm to Relay and/or financial or physical harm to individuals.
SUPERVISORY RESPONSIBILITY
- This position is not supervisory in nature.
