The City of Wilmington has an exciting opportunity for a motivated and experienced professional to join the Engineering Department’s Construction Management Division performing construction inspection for a variety of private-sector and public works projects.

As a part of our team, you will inspect and observe construction activities within the public Right-of-Way (ROW). This includes assignments for capital construction projects, private development, and ROW Permits. Projects typically include installation and replacement of public infrastructure such as roads, sidewalks, streetscape, storm drainage and utility relocations. ROW inspection includes oversight of other utility company construction (water & sewer & telecom), utility street cuts, driveways, and use of the sidewalk or roadway.

This position ensures compliance with construction plans and specifications, city technical standards, permits, traffic control, construction safety and related codes and policies. This is accomplished by driving to multiple construction sites, reviewing construction plans, communicating with project managers and contractors, attending project meetings, scheduling construction activities and tests and verifying progress/quantity of construction. Other duties include performing miscellaneous inspection activities, coordinating materials testing, preparing estimates, and assisting contractors with technical solutions.

The Construction Inspector position requires an individual that is highly motivated, has excellent communication skills, is team-oriented, and has public works infrastructure construction experience.


Compensation & Benefits

The hiring range for this position is $21.13/hour to $25.48/hour and is dependent on the selected candidates' qualifications and experience. Typical Tasks

Ensure proper construction of public infrastructure and compliance with City Codes, Technical Standards, and Specifications through the following typical duties:

  • Inspect construction projects by overseeing work activities of contractors; ensuring compliance with city technical standards and specifications; addressing complaints and technical problems; attending pre-construction and progress meetings; coordinating inspection activities; and maintaining inspection records.
  • Verify monthly progress for capital projects by reviewing payment applications, measuring work-in-place, creating reports, reviewing quantities with the project manager, and corresponding with contractors.
  • Interpret city standards; oversee construction practices; advise contractors, project managers, engineers, and City departments. Manage project reports and records. Manage public relations. Administer NCDOT construction methods when required.
  • Perform quality control of materials by monitoring field technician duties (asphalt, concrete, and soil) when inspecting roadway pavement operations and concrete placement. Includes assessing quality of materials; coordinating, retrieving, and testing of samples; and formal recordkeeping.

Qualifications

Required Qualifications

Education and Experience:

Associate of Science Degree in Civil Engineering (or similar technical field of study) from an accredited college or university plus one year of related experience

OR

High school diploma or GED plus 5 years of related experience.

Other Requirements:

  • Valid driver’s license

Preferred Qualifications
  • Experience with DOT specifications, testing methods and documentation.
  • Proficiency with Word, Excel, using PDF documents, utilizing computers and phone.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.
