Position Information


TxDOT's Atlanta District is looking for a Construction Inspector I or II based in Mount Pleasant, TX. This position will coordinate driveway and utility permits for the Mount Pleasant Area Office, covering Mount Pleasant, Gilmer and Daingerfield maintenance sections. Salary:

Construction Inspector I: B17; $44,400 - $54,000 yearly

Construction Inspector II: B18; $45,000 - $57,000 yearly

This position is for a Construction Inspector I or II. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant ' s work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description


Construction Inspector I or II:

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties for Construction Inspector I or II:

  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.
  • Calculates payments due contractors for work completed.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades.
  • Observes and inspects ongoing construction work.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Prepares monthly and final estimates.
  • Performs other job responsibilities as assigned

Additional duties for Construction Inspector II:

  • Handles problem calls from producers, suppliers, inspectors and construction project field personnel.
  • Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • May assist in planning and coordinating office operations.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience:

Construction Inspector I: 4 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Construction Inspector II: 5 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Competencies for Construction Inspector I or II:

  • Communicate effectively
  • Applicable plans, specifications and estimates preparation, review, processing, and compliance requirements
  • Applicable inspection methods, procedures, and techniques
  • Applicable testing methods, processes, and procedures
  • Basic traffic management and control procedures
  • The Texas Manual on Uniform Traffic Control Devices
  • Applicable industry safety standards, guidelines, and specification codes
  • Reading and interpreting applicable plans, schematics, blueprints, and maps

Additional Competencies for Construction Inspector II:

  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Performing calculations using algebra, trigonometry, and geometry

Physical Requirements and Working Conditions:

  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Talking-expressing or exchanging ideas by spoken words
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • Visual Acuity-determine work quality/make general observations of facilities/structures
