We are bringing on a skilled Construction Project Manager to join the WTA team with a focus on the expansion of our MOAB building envelope, Transfer Stations, and undeveloped WTA properties. This position will also assist Facilities in projects and upgrades to our existing buildings.

COMPENSATION:

  • Full pay range $7,472 to $10,013 Monthly (2023 rates). The salary listed is the full budgeted range. Step placement upon hire will be evaluated based on the candidate's years of relevant experience.

Job Summary:

Under the general supervision of the Director, the Project Manager is responsible for one or more major projects, multiple special projects and/or facility projects. Major projects include construction of new buildings, underground or above ground utility infrastructure or major renovations of existing buildings. Special projects typically include renovating areas of an existing building or utility system. Facility projects are typically interior fit-outs. The Capital Improvement Budget drives the facilities and construction plan.

This position requires a leadership mindset, excellent communication skills, coordination of facility budgets and project schedules, and the ability to work with all members of project delivery teams in a highly collaborative environment.

ESSENTIAL JOB FUNCTIONS:

  • Manages multiple projects at various phases and in various locations, from project identification through design, permit issuance, construction, commissioning, and overall project close out.
  • Develops various project goals, scopes, budgets and schedules to meet the departments yearly project goals and plans.
  • Creates project estimates and work scopes, participates in proposal evaluations, proposals, recommends consultant selection.
  • Monitors projects during construction phase, reviews changes to ensure programmatic, budgetary and schedule conformance; recommends final project acceptance, and participates in resolution of contract disputes.
  • Coordinates review and approves change orders; approves invoices, reviews projects for compliance with contract commitments, prepares project status and budget reports; prepares documents for review by Executive Team.
  • Oversees the work of consultants and contractors to ensure quality, project design, schedule and budget conformance.
  • Conducts research to provide cost estimates and prepare budget documents. Manages construction project budgets and reporting.
  • Provides regular progress reports and status updates to key stakeholders.
  • Coordinates with the Finance division to assure proper procurement procedures and record keeping requirements are followed that meet federal, state and WTA requirements. Partners with Procurement to assist with bid process, vendor selection and contract award. Participates in contract negotiations and endorses final contracts.
  • Ensures documentation outlining required asset maintenance is included as part of close-out to be incorporated into operations and maintenance plans.
  • Manages minor and major modification projects for existing facilities.
  • Coordinates with local authorities and permit agencies to achieve the necessary permissions to enable timely project progression.

ADDITIONAL JOB FUNCTIONS:

  • Assists with general organizational activities within Fleet and Facilities divisions.
  • Receives on-going organization training on issues related to the position.
  • Performs other related duties as assigned.

Knowledge of:

  • Construction methods, equipment, materials and design, and labor management to ensure a successful project.
  • Methods, techniques and procedures involved in budgeting, procurement and contract negotiations and administration.

Ability to:

  • Demonstrated strong written and verbal communications skills with the ability to work with people in a tactful and diplomatic manner, using good judgment, while exercising discretion and sensitivity.
  • Proficiency with Microsoft Suite including Excel, Word, Project and PowerPoint.

  • Work independently, demonstrating initiative and setting priorities while effectively handling interruptions or changing priorities.
  • Work effectively with co-workers at all levels of the organization and build a collaborative culture with all stakeholders in construction projects.
  • Ability to understand and apply WTA and departmental policies and procedures.
  • Monitor and enforce safe working practices. Identify and correct occupational hazards.
  • Work within established collective bargaining agreement.
  • Work hours or shifts as needed to complete projects.

WORKING CONDITIONS, TOOLS AND EQUIPMENT:

Duties performed primarily in a busy office environment located within the fleet maintenance facility with exposure to diesel engine noise, shop equipment noise and some of the fumes and odors associated with vehicle maintenance. The employee is occasionally exposed to moving machinery, outside weather conditions, cold, heat and adverse weather. Typical office equipment used to accomplish job tasks include computer, printer, fax machine, multi-line telephone system, photocopier, and calculator.

Education and Experience:

  • Bachelor's degree in Construction Management, Architecture, Engineering or related field and five or more years related construction and project management work experience.
  • Experience with civil, structural, or public construction a plus.
  • Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (PMI or College) a plus.
  • Other combinations of education and experience providing the desired skills, knowledge and ability required to perform the job may be considered.

License or Certificates:

  • Valid Washington State driver's license at time of hire.
  • Must have an acceptable driving record (in accordance with WTA personnel policy "Employment Requirements") and must submit a five-year driving abstract.
  • Must pass a comprehensive background check

SPECIAL REQUIREMENTS:

Participation in the WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment. A background check to include criminal and driver's record will also be performed.
