GENERAL STATEMENT OF DUTIES
The Continuous Quality Improvement Analyst within Guilford County’s Budget & Management Services Department will drive organizational excellence through helping to establish performance measures, streamlining data for more efficient analysis, and identifying areas for process improvement. The position helps advance County goals by facilitating Department-level trainings, provide strategic coaching, and promote innovation to improve existing processes, invite creative solutions, and strengthen department collaboration.

DISTIGUISHING FEATURES OF THE CLASS
This position will empower County employees and Departments with knowledge and action to function more productively, achieve Department and Board goals, and lead to better service quality and deliverables to the Guilford County community. The Continuous Quality Improvement Analyst will also create meaningful relationships with external partners (IdeaLab, MetroLab) for continual learning and collaboration. This position reports to the Strategic Initiatives Manager.

Immediate Projects:
  • Develop departmental business plans, train directors and staff on business plan use and implementation.
  • Assist in building out the County’s program & service inventory.
  • Identify potential performance measurement tracking methods.

Future Projects:
  • Assist in development of performance measure reporting for departments and the organization,
  • Develop an annual calendar of updates of department business plans and service inventory.

Examples of Duties

DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include, but are not limited to:

  • Collaborate on department business plan development to determine priorities, define metrics and data sources, and collaborate on progress/update reports.
  • Employ design thinking and/or human-centered design approaches to collaborate with departments on process improvement solutions and implementation.
  • Researches and designs appropriate organization-wide performance, quality, and/or LEAN process training.?
  • Coordinates performance management and quality improvement capacity building for all levels of management and employees.
  • Takes on project manager role within the organization through consulting on projects, coordinating activities, connecting departments and outside agencies, and executing management directives.
  • Assists with developing initiatives and objectives for departmental business plans through coaching, monitoring updates, responding to requests to create reports, facilitating strategic update meetings, and producing presentation materials.
  • Streamline existing data sources and seek new data opportunities in partnership with other County departments.
  • Participate in cross-departmental project teams to support department and County strategic goals and make progress on objectives.
  • Provide subject-matter-expert support with internal and external partners to facilitate sessions and consult on business practices to determine appropriate solutions. Other duties as assigned.

Knowledge, Skills & Abilities
  • Personable and relatable to others; skilled in interpersonal communication and cross-organizational coaching.
  • Able to perform process improvement analysis/evaluation and make informed recommendations for improvement.
  • Lead trainings and coaching sessions for variety of County employees across a range of experiences, from leadership to admin on process improvement, strategy implementation, and action steps.
  • Informed and creative – be a source of continual learning to promote innovation within and across units.
  • Promote cross-collaboration between County departments to function more productively, empower employees and teams to progress on goals, streamline/strengthen efforts with similar outcomes.
  • Change management skills and ability to facilitate process implementation.
  • Can manage time well to meet deadlines, pull reports for analysis, respond quickly to requests for assistance, and put together materials for presentation.
  • Ability to explain systems and methods to Departments, and make data, outcomes, and reports meaningful and understandable to all stakeholders.
  • Knowledge in LEAN/Six Sigma/similar Process Improvement methodologies a plus but not required.

Typical Qualifications

Minimum Qualifications

Bachelor's degree from an accredited college or university and four years of experience in strategic planning and performance management or Associates Degree and six years of experience in strategic planning and performance management, or High School diploma and eight years of experience in strategic planning and performance management.

Preferred Qualifications

Experience in local government and/or strategic planning
Strong organizational and planning skills
Project management experience

  • A skills exercise will be included during the interview process.

Supplemental Information

PHYSICAL DEMANDS AND WORK CONDITIONS
Must be able to physically perform the basic life operational functions of fingering and talking. Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
