POSITION DESCRIPTION SUMMARY

KKCS has full-time opportunities in Los Angeles for experienced contract administrators skilled in construction (public works) procurement and contract administration for public agencies. The Contract Administrator performs advanced-level complex services to support contract administration activities for construction services on major capital projects, capital improvement projects, architect and engineer services, and other professional services of various disciplines. The Contract Administrator will be limited to one point of contact, for administrative purposes, including but not limited to payroll, reporting, ratings, etc.

For this position there is no signature authority, and the individual is not an agent for the Client.

This position is located in the Client’s headquarters in Los Angeles, CA.


ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

The Contract Administrator shall assist with complex professional services, A&E, or heavy construction procurement/contract administration activities and be able to perform duties that include but are not limited to the following, with appropriate but minimum supervision:

  • Works under the management and direction of a Sr. Manager Contract Administration or Director.
  • Prepares recommendation for award narratives, client’s award approval forms, and procurement summary attachments for Board Reports, for Sr. Manager Contract Administration or Director approval and sign-off.
  • Prepares Invitation for Bids (IFB) and Request for Proposals (RFP) packages.
  • Performs pre- and post-award activities.
  • Prepares reports and other correspondence for Sr. Manager Contract Administration or Director approval.
  • Prepares documents and correspondence for client’s signature.
  • Attends and documents meetings.
  • Interacts professionally with various levels of client’s employees and outside representatives.
  • Performs other related activities as assigned in support of V/CM efforts.
  • Prepares contract documents for pre-award solicitations and post-award administration.
  • Monitors contract compliance.
  • Prepares and negotiates contract modifications/change orders.
  • Participates in documenting final inspection, final acceptance, and preparation of close out documents.
  • Interfaces with contractors and agency personnel.

QUALIFICATIONS AND SKILLS

Required Experience & Education

  • At least 5 years of experience in public contracting
  • Knowledge of
    • Theories, principles, regulations, and best practices for professional services, A&E, and construction (public works) procurements/contract administration for public agencies
    • Applicable local, state (California), and federal (FTA) laws, rules, regulations governing public procurement and complex contract administration processes for professional services or heavy construction contracts
    • Cost/price analyses and cost principles
  • Read, write, speak and understand English
  • Excellent writing skills
  • Proficiency in Microsoft Word, Excel, PowerPoint, and business suite software for procurement
