Barbaricum seeks an experienced Operations Research and Systems Analyst (ORSA)/Cost Estimator to support the Chief Digital and Artificial Intelligence Office (CDAO) in adopting advanced data, analytics, and AI capabilities through analysis, planning, and program support. The CDAO's Resource and Management Office plans to bring on a team to assist with establishing cost estimation norms and practices as the CDAO launches.
Responsibilities
- Develop Cost Models and estimates to support funding decisions as per DODI 5000.73 and Service Cost Manuals
- Provide research, modeling, financial analysis, and technical writing support
- Support analyses pertaining to risk management associated with warfighting capability development
- Take structured and unstructured data and distill the information into a cohesive analytical product for the senior military audience
- Assist in developing, assessing, analyzing, documenting, modifying, integrating, and staffing materiel requirements
- Assist in developing, assessing, analyzing, documenting, modifying, integrating, and staffing funding requirements
Qualifications
- Active DoD Secret clearance required
- Operations Research degree required OR 24 semester hours in combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competency in college-level mathematics or statistics (at least 3 hours must have been calculus)
- Demonstrated experience in conducting analytical studies using a variety of mathematical, statistical, and other operations research techniques to identify and define problems, develop and investigate alternative courses of action, and present findings and recommendations
- Experience with Cost Estimating Tools including Excel and ACEIT
Desired Qualifications
- Professional Cost Estimator/Analyst (PCEA) certification from International Cost Estimating & Analysis Association (ICEAA) or entry level cost estimating certificate from DAU or higher
- 4 years of acquisition experience in cost estimating and serving a program office, PEO, Service/Defense agency level, or supporting a program that reports to a Service Acquisition Executive (SAE)
- Entry Level Experience in Python
- Entry Level Experience in SQL
- Experience with Advana, DAI
