SUMMARY

Reporting to the Director, the Deputy Director of Health and Human Services (HHS) is responsible for overseeing all strategy-related activities—from formulation to execution. The role of HHS’ Offices of Strategy Management (OSM) is to facilitate process so that strategy execution is accomplished in an integrated manner across the Department. The Deputy Director leads a team which ensures that the Department’s budget, HR, IT, communications, and program service operations are aligned with strategic priorities set by the Director, Deputy COO, COO and Commissioners. The Deputy supports the Director in gaining a strategic perspective of the Department. The Deputy oversees several offices, but acts on behalf of and considers the needs of the whole Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leads strategic planning efforts to support Director’s vision and county strategic imperatives;
  • Executes on strategic, operational and cultural agendas;
  • Coordinates the day-to-day operations of the department’s Offices of Strategy Management (OSM) Plays a key role in supporting an integrated Department;
  • Oversees the daily execution of HHS business activities including HR, IT, finance, performance analytics, quality, communications, personnel management, budget, contracts, facilities, security, logistics, special events, information and technology through the Department’s strategic support offices:
Office of Finance and Administration;
Office of Integrative Services ;

Office of Performance and Planning;

Office of Public Outreach and Education.
  • Ensures and helps coordinate funding for key strategic initiatives across all HHS offices and that there are adequate resources to deliver on the strategic plan;
  • For all HHS program service offices, ensures that reports and briefings are prepared for the Department Director, County senior staff, and the County Commissioners;
  • Responsible for ensuring all required federal, state, county and other reporting is completed in a timely manner;
  • Ensures effective processes are implemented for development, management and cascading of Balanced Scorecards, other KPIs and other best practices to describe, communicate, monitor and measure strategy;
  • Stays current with best practices and innovations in strategy execution;
  • Acts as a liaison to County Purchasing, Human Resources, Controller’s and ITS departments;
  • Ensures implementation of and adherence to county policies and procedures;
  • Removes barriers so that direct service offices can operate efficiently;
  • Interviews, hires, trains, evaluates, and provides ongoing supervision to direct reports;
  • May attend meetings with or act as a representative of the Director when necessary and as requested by the Director;
  • Assists Director in building coalitions and developing strategic relationships;
  • Conducts strategy review meetings, ensures the Director has the flow of information needed to make strategic decisions and briefs the Director on issues that required senior leadership attention and action;
  • Runs department in the absence of Director;
  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

  • 5-10 years supervisory position;
  • Superior communication skills including ability to communicate effectively with people at all staff levels, both internal and external to the Department;
  • Superior critical thinking skills;
  • Ability to prepare written products with an emphasis on clear organization, concise and logical presentation and ability to present solutions to complex problems in clear and concise terms for decision-making;
  • Proven project management skills;
  • Ability to direct a multi-functional agency;
  • Must be able to maintain a strategic focus that drives the department’s strategic plan;
  • Knowledge of government processes and practices;
  • Experience with quality assurance/improvement/management processes;
  • Maintains confidentiality;
  • Experience in at least one area of health and human service discipline;
  • Master’s degree in finance/business or social sciences;
  • Certifications in project management.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand; walk; sit; and talk and hear. The employee frequently is required to taste or smell. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands or arms; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.
