The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department. WORK ENVIRONMENT Office usually operates between the hours of: 8:00 am – 5:00 pm, Monday-Friday On call/shift work may be required in emergency situationsExtended hours of normal schedule may be requiredOffice 100% ABOUT THE WORK UNIT State Emergency Operations CenterThe State Emergency Operations Center (SEOC) within the Office of Emergency Management (OEM) includes the Operations Unit, the Logistics Unit, the Personal Protective Equipment Unit and warehouse, the Private Sector Coordinator and Business Emergency Operations Center (BEOC), the Voluntary Agency Liaison, the Public Health Emergency Response Unit and the SEOC Preparedness Coordinator. This SEOC is responsible for maintaining dayto-day situational awareness of the state-wide emergency management environment and activities. It coordinates directly with other sections within OEM as well as with external partners to develop a comprehensive picture of the environment and assess key indicators of stability. The section collects and disseminates information to Division Leadership, Department Leadership, the Governor’s office, state agencies, and local jurisdictions before, during and after an incident or disaster and makes recommendations pertaining to response and recovery decisions and actions. The section develops and promulgates state processes and procedures for requesting and providing incident and disaster response and recovery resources to jurisdictions having authority and other state agencies. It executes these processes and procedures as required. The section maintains 24-hour communications monitoring and availability to jurisdictions having authority. The section develops and maintains current SEOC response plans and standard operating procedures for rapidly elevating the operational level of the center and operating it as required. The section oversees both internal and external SEOC position training, inclusive of Emergency Response Coordinators (ERC) and conducts exercises to test the SEOC. The section is the primary point of coordination with the Federal Emergency Management Agency (FEMA) and other federal agencies for response activities before, during and after an incident or disaster ABOUT THE POSITION This position serves as a specialist in the Office of Emergency Management’s State Emergency Operations Office, focusing on public health aspects of emergency response including operations in a COVID environment. The position will work closely with the Office of Emergency Preparedness and Response and other state and local entities to maintain situational awareness of emergencies and disasters and impacts to public health throughout the state of Colorado.DUTIESState Emergency Operations Center Readiness: In support of the SEOC Operations Section Chief, support operations in the State Emergency Operations Center (SEOC)/Multi-Agency Coordination Center (MACC). Recommend public health guidance for the SEOC, and implement, with the Operations Section Chief, Planning Section Chief, Logistics Section Chief, Finance Section Chief and SEOC Exercise Officer, training, exercises and standard operating procedures to ensure standards are achieved. Evaluate outcomes with the SEOC Integrated Preparedness Coordinator to identify gaps as it relates to statewide emergency response and the ability of the SEOC to respond effectively within a COVID or other public health environment. Provide input to help ensure the State Emergency Operations Plan meets the public health component of the emergency response needs.Provide advice and support implementation of procedures that are consistent with public health guidance. Support situation assessment, situation reporting, and community lifeline reporting which may occur in a COVID environment. Provide technical guidance and support relating to emergency response standards and policies to Emergency Response Coordinators.State Emergency Operations Center Activation: Facilitate all inter-agency coordination calls during activations to enhance situational awareness and coordination among local response/EOCs and support agencies, including the Office of Emergency Preparedness and Response as it pertains to public health.During the activation of the State Emergency Operations Center (SEOC), in accordance with the guidelines of the National Incident Management System and the Incident Command System, perform duties and responsibilities as assigned within the SEOC. This will be applicable for all real – world events / incidents and exercises. Act as Operations Section Chief or Deputy Operations Section Chief when SEOC is activated and ensure adequate staffing is available at all times to maintain necessary emergency operations. Will also need to be proficient in the use of WebEOC. When necessary, liaise with the U.S. Department of Health and Human Services as it pertains to public health.Situational Awareness : Maintains awareness of emergency situations throughout the state, whether or not state assistance has been requested. Is capable of responding on a 24/7 basis as situations require. Collects and disseminates information to SEOC Command and General Staff, Governor’s Office, OEM Director, DHSEM Deputy Director, state departments, to include the Office of Emergency Preparedness and Response, and other federal, state, and local agencies to keep them aware of occurring or impending situations.Continuity of Operations: Provides recommendations and input into the SEOC Continuity of Operations Plan (COOP), with emphasis on COOP during a public health incident. Support SEOC COOP planning efforts as needed by the COOP planner. Coordinate with SEOC Integrated Preparedness Coordinator and COOP Planner to train and prepare SEOC staff for continuity of operations, which may occur in a COVID environment. Supplies technical assistance to the Watch Center regarding emergency line protocols and procedures. Maintains the Emergency Line Guide for the Watch Center and supplies training as required.

MINIMUM QUALIFICATIONS

Designated Critical. Required to report without delay or interruption to provide essential or emergency services to ensure health, safety and welfare.
