Position Summary: Plans, directs, supervises, and monitors outcomes including regulatory compliance and plans for program expansion of cancer services. Oversees all care planning services and operations. This includes but is not limited to for oncology services: physician offices, infusion, radiation oncology, cancer program development and outreach, clinical trial oversight, cancer registry, cancer patient navigation and supportive care services. Oversees all standards of accreditation and participates in Cancer Committee assisting with Community Outreach and Education.


MINIMUM QUALIFICATIONS:



EDUCATION, CERTIFICATION, AND/OR LICENSURE:



1.


Bachelors of Science in Nursing.



2.


Oncology certification OCN.



3.


Current License to practices as a Registered Professional Nurse in West Virginia.



EXPERIENCE:



1.


Five years of management experience in program development in oncology.



2.


Five years in nursing experience in oncology.


3.


Five years of leadership experience in regulatory compliance with CMS, TJC & American College of Surgeons’ Committee.



4.


Two years’ experience in clinical trials, preferably in clinical trials oversight.


PREFERRED QUALIFICATIONS:



EDUCATION, CERTIFICATION, AND/OR LICENSURE:



1.


Masters of Science in Nursing.



2.


Advanced Oncology Certification (AOCN).



EXPERIENCE:



1.


Five years’ clinical experience in outpatient oncology or oncology related services



2.


Knowledge of or experience in coding, abstracting, and staging of cancer using ICD-10, coding, TNM and AJCC staging systems.

1.


Oversees function of cancer center for competency and safety, including infusion, radiation, registry, and authorization and navigation functions.



2.


Problem solves with all areas for best patient/organization outcome.



3.


Assures patient and other customer satisfaction.



4.


Assures administration of chemotherapy and biologic therapies, blood products and all medication and treatments safely, accurately and according to the appropriate policies/procedures.



5.


Oversees accreditation requirements regarding compliance.



6.


Oversees clinical trial program.



7.


Reviews the status of UHC cancer programs in relation to COC standards to assure 100% compliance with current standards. (Review should be presented to Cancer Committee and UHC Administration on an annual basis.)



8.


Meets priorities of the new COC standards, as delineated in the plan, meeting quarterly goals and reporting to Cancer Committee and UHC administration on a quarterly basis.)



9.


Directs and facilitates activities of the Oncology Care Team.



10.


Oversees and facilitates all activities of the Cancer Committee, providing support to all medical personnel in reaching goals of the committee.



11.


Maintains strong ties with the oncology professional community through affiliations with ONS and the entire oncology network by participating maximally in oncology activities in the expanded market area.



12.


Partners with other community agencies: ACS, to optimally impact on the cancer problem.



13.


On an annual basis, evaluates all programs, determines validity of each, determines community needs, and recommends expansion by the addition of at least two programs/priorities for the upcoming year.



14.


Collaborates in the development of standards of care and policies and procedures for the oncology patient population, assuring incorporation of data from the current literature.



15.


Attends multi-disciplinary conferences as requested making suggestions as appropriate for care and discharge planning.



16.


Coordinates with the leadership of the in-patient/out-patient areas; radiation therapy and physician office to assure optimal delivery of care.



17.


Facilitates and oversees the coordinative functions of the cancer registry: weekly tumor boards; Patient Care Evaluations; Special Studies; etc.



18.


Oversees budgets for Physician Office, Infusion Center, Radiation Therapy and Tumor Registry, as well as develops budgets for all cancer programs, assuring cost- effectiveness and efficiency.



19.


Conducts cost analyses of services offered in order to assess status against benchmarks (i.e. productivity in radiation therapy; Infusion Center productivity and tumor registry, etc).
