Job description
The purpose of this classification is to oversee the general operations of Animal Services, comprised of Animal Shelter and Animal Control divisions, and Code Compliance comprised of the Park Rangers Code Compliance divisions. This position serves as a liaison for the county regarding the interpretation of codes and ordinances, and administrative supervision of the departments. This is an “at will” position appointed by the County Manager and is not covered under Civil Service provisions. This position reports to the Assistant County Manager.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; assigns or conducts interviews for the selection of new employees; trains and mentors assigned staff on all of the methods and procedures of the compliance of county codes and ordinances relating to divisional areas of specialty.
Supervises and coordinates work processes to implement goals and objectives for the assigned departments; organizes, prioritizes, and assigns daily work activities as applicable; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise. Creates or reviews work schedules for assigned departments.
Oversees the development and maintenance of written departmental Standard Operating Procedures, and Policies & Procedures as they pertain to the ordinances set forth by the county; interprets, explains, and enforces the provisions of County codes/ordinances or other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.
Maintains a working knowledge of state permitting agencies and regulatory requirements; assures policies and procedures relating to the Animal Shelter, Animal Control, Park Rangers and Code Compliance divisions meet or exceed the required regulatory standards; understands procedures relating issues such as rabies disease outbreaks, quarantines, public notice regulations, etc. Ensures all policies and procedures remain compliant with permitting agency current regulations.
Coordinates with the county attorney and staff regarding needed modifications of local codes and/or ordinances to enable successful outcomes when citations are issued and adjudicated. Provides information and operational concerns regarding codes/ordinances, code interpretation, code compliance with the county attorney. Discusses violations and problem areas with county attorney as needed.
Provides information and assistance concerning codes/ordinances, code interpretation, code compliance, policies, and related issues; discusses violations and problem areas with property owners, developers, contractors, engineers, or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.
Enforces all pertinent county ordinances and resolves issues involving violations; responds to complaints; makes scheduled inspections of frequent violators to ensure compliance; patrols county areas and inspects various sites to determine compliance with codes/ordinances relating to environmental protection, solid waste disposal, illegal dumping, scrap tires, or other code compliance issues; responds to complaints of potential code violations.
Routinely monitors the appearance and overall cleanliness of the Animal Shelter to ensure a positive impression of the facility to guests and the visiting public; reviews and recommends modification of staff’s interaction with the public during the adoption, surrender, and other services to ensure a positive experience and impression.

Conducts investigations; conducts site visits, collects information, and gathers evidence; interviews witnesses, complainants, offenders, or other individuals regarding complaints or violations; makes photographic or video records of inspection sites.
Creates all forms and documentation required for the enforcement & tracking of enforcement inspections, warnings and citations required for the operations and functioning of the assigned departments.
Responsible for the assigned department’s budgetary preparation and tracking; oversees or authorizes expenditures and assuring budgetary guidelines are followed.
Leads the divisions in ensuring compliance with all safety and health requirements; develops safety policies essential to the departments; ensures all new departmental employees are trained on safety policies prior to commencing duties; ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the department.
Oversees maintenance of records of animal shelter, animal control, park rangers and code compliance activities; preparation of quarterly work plans; maintenance of database records of complaints, inspections, or other work activities
Identifies code violations, deficiencies, or other areas of noncompliance; issues warnings, stop work orders, and/or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance. Assures applicable staff are following the same level of protocol.
Participates in court activities to pursue legal action against violators; prepares or signs off on case documentation for prosecution of cases in court; attends court and testifies in court proceedings as needed.
ADDITIONAL FUNCTIONS
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Performs other related duties as required.
Bachelor’s Degree from an accredited college or university in Business Administration, Criminal Justice or closely related field; supplemented by five (5) years previous experience of progressively responsible management experience preferably within a local government or closely related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- POST Certification is preferred.
- Must possess and maintain a valid Georgia driver’s license.
Personal Leave Accrual
Personal leave shall be accrued as follows:
0 – 1 Year - 12 days per year - 3.68 hours per pay period
1 - 4 Years - 20 days per year - 6.16 hours per pay period
5 - 14 Years - 25 days per year - 7.70 hours per pay period
15+Years - 30 days per year - 9.24 hours per pay period

Medical Insurance
The Forsyth County Board of Commissioners offers employees a choice of two medical plans offered by Aetna and a plan offered by Kaiser Permanente.

Dental Insurance
The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:
- Base $1,000 Plan
- Buy-Up $1,500 Plan
Vision Insurance
The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts.
Basic Life & AD&D Insurance
The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit.
Disability Insurance – Short Term and Long Term
100% paid by Forsyth County. Eligibility begins date of hire.
Short Term Disability – 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks.
Long Term Disability – 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation).
Additional Life Insurance and AD&D
Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children.
Retirement Plan (401K)
Fully vested at five years of employment – 20% graduated vesting annually. Eligible to begin contributions immediately upon hire.
6 mos to 3 yrs – County matches 100% of a max 5% of employee gross contributions
3 yrs to 10 yrs – County contributes 5% of base salary & County matches 100% of a max of 5% of gross employee contributions
