Job Description
This position exists to plan, direct and manage various aspects of fiscal management to include: accounting and financial reporting, purchasing, fixed assets, risk management, accounts receivable, accounts payable, student payroll processing, accounting for student organizations and activities, and auxiliary services. In the absence of the Vice President of Administrative Services (CFO), this person would be the contact for Business Office related questions.
This position may be eligible for partial telework. Work location will be determined based on successful applicant preference (Thief River Falls or East Grand Forks).
PRINCIPLE RESPONSIBILITIES AND RESULTS
- Manage financial activities to include: budget development; student payroll; monitoring and analyzing budgets and internal controls; cash and collateral; draw down of Federal funds; grants; technology systems security rights; and financial reporting. Prepare and control fiscal documents relating to the college, including student organizations and auxiliary services. Analyze and monitor Business Office operations to identify opportunities/areas that need to be improved and or reorganized and ensure all financial activities are in compliance with General Accepted Accounting Principles (GAAP) and State and Federal Laws.
- Provide supervision to the Business Office personnel to include: participation on hiring teams, promoting, rewarding, assigning and reviewing work, approving transfers, and disciplining to ensure that staff are skilled and available as needed, collective bargaining agreements and MinnState policies and procedures are implemented and appropriately enforced, and projects are adequately staffed to meet deadlines and stay within budget.
Manage accounts receivable functions by establishing, maintaining and/or communicating processes and procedures for invoicing, receipting and collections to ensure that the college collects all revenue to which it is entitled in a timely manner.
Manage accounts payable, purchasing and fixed asset (inventory) processes and systems to include: safeguarding the college’s assets by maintaining adequate property, liability and auto insurance on the college fleet. Develop and ensure implementation of internal audit and control procedures. Provide oversight for the college’s record retention to ensure compliance according to federal and state guidelines.
Oversight and management of NCTC Bookstore Operations.
Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Required Qualifications
- Bachelor’s Degree in a business-related area, such as accounting or business management; or Bachelor’s Degree with 2 years of equivalent work experience in an accounting-related field.
- Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records and reports, locate errors and implement solutions to procedural or other fiscal problems.
2 years of supervisory and/or lead work experience sufficient to supervise staff.
Technical and organizational skills sufficient to formulate and initiate plan and procedures and to direct their application (for example, computer systems/programs used in accounting functions).
Preferred Qualifications
- Bachelor’s Degree in a business-related area, such as accounting or business management AND 2 years of work experience in an accounting-related field .
- Higher education in accounting or a related field sufficient to indicate familiarity with standard business practices, federal and state laws, rules and regulations along with the ability to interpret and implement MINNSTATE Board policies and procedures.
Working knowledge of auditing principles and procedures sufficient to assist in audits.
Proficiency in Microsoft Word, Excel, PowerBI or similar programs sufficient to prepare correspondence and query and compile ad hoc reports and records that meet the needs of the institution and its constituents.
Evidence of time management and organizational skills sufficient to meet deadlines and direct the work of others.
Critical thinking skills sufficient to analyze various situations, provide input to solutions and implement suggested actions expediently.
CPA license or equivalent.
Experience in the Minnesota State system sufficient to provide a working knowledge of ISRS and SWIFT.
Other Requirements
In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State’s vehicle use criteria and consent to a Motor Vehicle Records check.
