The Director of Operations (DO) is administratively responsible to the
Vice President Flight Services

This position is accountable for ensuring that flight operations are conducted safely and in accordance with company policies and procedures, Federal Aviation Regulations, Operations Specifications and the Flight Operations Manual.

The Director of Operations must have a strong knowledge of all applicable Federal Aviation Regulations, specifically FAR Part 135 requirements and Operations Specifications

Main Responsibilities:

— Operational Control of Company flight operations (Operational Control Manager)
— Maintain favorable working relationship with the FAA.
— Establish Company flight operations policies, processes, and procedures with an emphasis on safety, security, and quality
— Review, evaluate, and implement, as required, mandates from external regulatory and advisory sources as applicable
— Establish operations, personnel and equipment standards and requirements
— Ensure the most economical and efficient utilization of company aircraft
— In conjunction with the Director of Maintenance, coordinate the efficient scheduling of aircraft to ensure they will be at the appropriate facility for the required inspections as set forth in the company General Maintenance Manual
— Develop and maintain the Company Flight Crew training program and Company Aircraft Specific Ground and Flight Training Programs for the Contract Simulator Training Centers
— Coordinate with the Chief Pilot the selection, training and scheduling of flight crewmembers
— Coordinate with the Chief Pilot regarding Company policies and procedures
— Directly supervise flight activities, flight records, and general operations of all company aircraft in accordance with the Operations Specifications and pertinent aircraft and company manuals; develop and maintain the Company Flight Operations Manual and Operations Specifications
— Ensure distribution of the Company Flight Operation Manuals
— Performs the responsibilities of TSA AOSC for the Twelve Five and Private Charter Security Programs

Ensure the implementation and maintenance of the following:

DCA Security Program (DASSP)
German Security Program
Australian Security Program
TSA Twelve Five Security Program
TSA Private Charter Security Program

— In conjunction with the IEP audits complete departmental review,
identify deficiencies, and develop preventive and corrective measures
— Has the authority to make decisions regarding risk tolerability
— Ensures the Customs and Border Patrol MCL and FCM pilot lists are current
— Ensures Wyvem and ARGUS data is current
— Conducts the Duties of Emergency Response Coordinator
— Ensure the following authorizations and permits are maintained and up to date:
EASA TCO (Third Country Operator) Authorization
Specific Foreign Country permanent permits, i.e. Italy, France, Mexico, etc.
Canadian Operations specifications

— Maintain Part 135 Operations Specifications
— Maintain the Part 91 Letters of Authorization for the managed aircraft (Agent for Service for all of the managed aircraft); Apply for and receive Part 91 LOAs, updating authorizations

— Manage all subscription services for fleet
- Maintain the DOT required Japanese Charter Authorization, Notice of Consistency for charter to Tokyo, Japan (Haneda) airport
— Ensure TSA notification of Charter flights in the Boeing BBJ


Minimum Requirements:
  • Must hold an Airline Transport Pilot Certificate
  • Must have a minimum of 3 years supervisory or managerial experience within the last 6 years in a position that exercised operational control over any operations conducted under part 121 or part 135.
  • Must have experience as a line pilot in Part 135 flight operations

Company Requirements:
  • Minimum of ten (10) years of aircraft operational experience
  • Demonstrated ability and skill in research and development of operating policies and
procedures
