In this job, you’ll shape the future of distribution system planning and interconnection by influencing positive regulatory outcomes. The Distribution Policy & Implementation Senior Engineer 1 will work with various internal groups to coordinate SCE’s position on emerging regulatory issues and communicate those positions to the California Public Utilities Commission (CPUC) in written filings and workshops.

  • Lead teams of subject matter experts to establish policy positions within the Rule 21, High Distributed Energy Resource (DER), Microgrid, Integrated Distributed Energy Resource (IDER) Successor, Climate Change Adaptation/Climate Adaptation and Vulnerability Assessment (CAVA), Demand Flexibility Proceedings, and/or others
  • Oversee, define, and/or perform technical analysis to justify SCE’s positions
  • Author regulatory artifacts including advice letters and comments; develop and present workshop presentations
  • Represent the company in external working groups and meetings
  • Lead and respond to California Public Utility Commission (CPUC) data requests and related activities
  • Provide developmental mentorship and guidance to others within the team
Qualifications


The essentials

  • Bachelor’s degree or higher in Engineering or related technical discipline
  • Seven or more years of Engineering experience
  • Experience developing technical documentation to support engineering strategy

The preferred

  • Master’s degree in Electrical Engineering
  • Professional Engineer (PE) License
  • Experience developing and/or implementing regulatory filings
  • Experience working with interconnection, specifically Rule 21 and Integration Capacity Analysis (ICA)
  • Experience working with electric utility distribution system planning principles, tasks, and analyses
  • Experience with power system engineering analysis (e.g., power flow, short-circuit duty), including knowledge of applicable regulations, standards, codes, and analysis software Experience project managing one or more large projects with responsibility for results in terms of technical methods or regulatory compliance
  • Experience writing technical papers used in regulatory filings
  • Experience developing and delivering technical presentations to both technical and non-technical audiences

You should know

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.

  • This position requires testing and applicants who are identified to continue through the selection process will be invited to test via email. Candidates who have previously passed these assessment(s), in some cases, may not need to retest again for this position.
