This position is fully funded and on an active contract.

MSA assists the Defense Threat Reduction Agency (DTRA) in developing leading-edge technologies to counter WMD in support of CCMDs and transitioning these technologies to services and SOCOM. Team MSA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat, and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
Primary Duties:
The successful candidate will provide support on the:
- Analysis of nuclear weapon effects on strategic reentry, missile defense, mission-critical satellite systems, conventional weapon systems, and associated facilities.
- Development, revision, and maintenance of nuclear survivability environment and protection military standards and handbooks against nuclear effects.
- Develop EM effects tools and provide expert technical advice on electromagnetic effects (EMP) and nuclear-disturbed environments, including nuclear-disturbed communication environments (NDCE) such as scintillation.
- Providing knowledge on certification methodologies for nuclear survivability (UGT and AGT) and SME recommendations on developing new testing methodologies for systems.
- Peer Review Panel for the Joint National Security Applications Council, providing technical input on shot selection for national security applications, specifically in the area of x-rays and neutrons.
- Multiple working groups designed to tackle testing shortfalls in nuclear survivability.
- Nuclear Survivability toolkit support, identifying needed improvements and recommending experiments to support nuclear survivability toolkits. Review test plans supporting nuclear survivability, specific to x-ray and R&D environments.
Responsibilities also include:
- Researching new requirements, conducting market research, and translating best technology areas and concepts to provide recommendations to mitigate or eliminate identified vulnerabilities.
- Interact frequently across DoD and with other Federal Agencies and National Laboratories working to ensure survivable systems and a credible nuclear deterrent force.
- Provide advice and facilitates government acquisition actions, including statement of work development, proposal evaluation, budget planning and execution, and monitoring contractor performance.

Required Qualifications:
- Ph.D. in a STEM field plus relevant research experience.
- Experience with or academic knowledge of nuclear physics or nuclear engineering concepts.
- Ability to translate requirements and observations into clearly defined written products (briefings, reports, White Papers) in short timeframes.
- Excellent interpersonal and communication (written and oral) skills. Able to brief senior leaders and Flag and General Officers.
- Skilled in using personal computer and standard office automation systems (e.g., Microsoft Office, M/S Project).
- US Citizen and able to get a DoD Secret clearance.
Desired Qualifications:
- Have or be able to obtain TS/SCI.
- Experience or knowledge of space environmental effects, radiation and effects, electromagnetic pulse (EMP), nuclear disturbed environments, and satellite survivability techniques are highly desired.
- Project Management Professional (PMP) certification.
- Experience working on a large staff such as Joint Staff, OSD, or Combatant Commander Staff.
