Summary Statement
Under minimal supervision, performs highly complex professional work in managing and coordinating the agency efforts concerning four phases of emergency management: mitigation, preparedness, response, and recovery for acute large-scale incidents, both natural and manmade. Performs related duties as assigned. This is a competitive classification.

Essential Functions (not intended to be all inclusive)

1. Oversees the development and coordinates the implementation of the Department’s Emergency Management Program.
2. Supports activities and functions that build an efficient capacity to mitigate against, prepare for, respond to, and recover from large-scale emergencies and disasters.
3. Coordinates with local, county, state, and federal officials; non-profits; businesses; schools; hospitals; and other stakeholders in support of known events and large-scale incidents as they arise.
4. Maintains the Department’s Emergency Operation Center (EOC) in a state of readiness.
5. Maintains the Department’s emergency operation plans; Continuity of Operation (COOP), Preventative Radiological Nuclear Detection (PRND), Palo Verde Nuclear Generating Station (PVNGS), etc.
6. Participates in and oversees emergency preparedness training, exercises, and drills.
7. Works directly with the Arizona Department of Emergency Military Affairs (DEMA).
8. Identifies emergency management planning direction.
9. Works with other state agencies to support the development and implementation of specific plans and procedures.
10. Writes emergency management grant applications; responsible for grant administration and grant management, including quarterly reporting.
11. Attends state, local, and regional meetings; represents the Department on various internal and external task forces and committees.

Knowledge, Skills, and Abilities Required

Knowledge of:
1. Department policies, manuals, procedures, rules, and regulations.
2. the Department’s organizational structure.
3. National Incident Management System (NIMS) and Incident Command System (ICS) principles.
4. the elements of FEMA’s Incident Action Planning process.
5. the Integrated Public Alert and Warning Systems (IPAWS).
6. the Arizona State Emergency Response and Recovery Plan (SERRP).
Skill in:
1. the operation and use of the Department’s current CAD system and electronic incident/citation/reporting software.
2. the use of ICS forms and TRacs.
3. the use of one-to-many communications systems.
4. the use of Microsoft Word, Excel, PowerPoint, and Teams.
5. coordinating complex incident responses.
6. policy formation, review, and revision.
7. Incident/Event Action Plan creation.

Minimum Qualifications

Requires a bachelor’s degree in Emergency Management, Homeland Security, Criminal Justice, Public Safety, Public or Business Administration, Public Health, or a related field, and two (2) years of professional-level experience in emergency management, NIMS, ICS, emergency response and recovery, or development and planning.
Licensing/Certifications:
Completion of NIMS 100, 200, 300, 700, and 800 at time of hire.
Must possess and maintain a valid Arizona driver license at time of hire.

One year in the administration of state and federal grants is desired.
Completion of the Certified Emergency Manager (CEM) is preferred.

Ability to work irregular hours and/or respond to emergency staffing or callouts on a 24-hour basis.
Varying or rotating shifts, including weekends, holidays, callouts, and overtime may be required.
May be required to perform work for extended periods of time in environments of extreme heat or cold, or wet conditions.
May be required to move/lift objects weighing up to forty (40) pounds.

Must successfully complete the examination process.

Progression to the next step requires an overall performance rating of at least "Standard" in the last 12 months.

Job Type: Full-time

Pay: $62,445.55 - $83,540.70 per year
