Definition

Under the general direction and supervision of the Director of Maintenance or his/her designee, the Energy Systems Mechanic (ESM) I/II performs skilled mechanical maintenance duties relating to the inspection, repair, installation and alteration of heating, ventilation, air conditioning systems and related equipment. This position also performs preventative maintenance and routine servicing of systems and equipment.

Minimum Qualifications

Minimum Qualifications (ESM I): High school diploma or GED. A minimum of two years' specific HVAC field technician experience, or the completion of an accredited HVAC trade training program, or a minimum of two years' Electronics Field Technician experience; with emphasis on component troubleshooting and Internet Protocol (IP) system configuration. Must possess a current, valid and unrestricted Alaska driver's license. Must also hold a State of Alaska Boiler Operator III license or obtain this license within the first year of employment. Requires the ability to establish and maintain effective working relationships with others.

Preferred Knowledge, Skills and Certifications: State of Alaska Boiler Operator II license. Professional plumbing experience. Experience with troubleshooting, installing and maintaining HVAC control systems and components. Experience and/or training in electrical systems ranging from low voltage AC/DC to multi-phase high voltage. Training and experienced in working with the control of hazardous energy (Lock-Out Tag-Out). Experience and/or training in the field of Information and computer Technology (IT), specifically network computing. State of Alaska Asbestos Abatement Certification. Experience and/or training in refrigeration and air conditioning.

Minimum Qualifications (ESM II) : Meets all ESM I minimum qualifications (including S.O.A. Boiler Operator III certification); and demonstrates sufficient knowledge of facilities, internal processes and sufficient mastery of required trade knowledge as determined by the Department Head and displayed in the ability to work independently on a daily basis; and has either worked within the Borough Maintenance HVAC department for minimum of a six-month period or holds EITHER a State of Alaska Journeyman plumbing license or Boiler Operator II license.


Essential Functions

1. Performs daily work based on the need requests of facility occupants and the direction of supervisors.

2. Communicates with department and facility staff in order to discover need and to inform of resolution.

3. Manages and notes daily tasks, work time, materials and activities to correlate with a work-order time/asset management system.

4. Frequently utilizes Microsoft Windows based computers to interact with facility control systems, correspond with department representatives or vendors and to perform troubleshooting and supply research.

5. Troubleshoots and repairs, rebuilds or replaces a wide variety of HVAC equipment, including but not limited to: boilers, pumps, compressors, fans, electric motors, exchangers, air and fluid distribution systems.

6. Monitors and configures direct digital control systems. Able to: diagnose system issues and make system modifications.

7. Diagnoses pneumatic control system issues and performs repair, replacement and/or calibrations of components.

8. Reads sequence of operations descriptions, blue prints and P&ID schematics in order to diagnose and repair issues.

9. Troubleshoots network communication issues relating to computer systems and direct digital control equipment.

10. Conducts regular preventative maintenance testing and inspections on systems and equipment, making necessary adjustments or repairs.

11. Performs moderate renovation projects relating to the replacement or upgrade of departmental systems.

12. Performs skilled electrical tasks, relating to the repair of HVAC equipment such as: fault tracing, connection of motors to control centers, replacement of electrical control components, etc.

13. Utilizes meters and testing equipment in support of required activities (electrical multi-meters, amp sensing, flow testing, combustion analyzing, etc.).

14. Operates and maintains a variety of hand and power tools in a manner congruent with safety policies and procedures.

15. Performs required work with reference to and compliance of all governing code (EPA, OSHA, NFPA, IBC, UBC, UPC, NEC, ASME etc.)

16. Performs general maintenance duties as assigned.

17. Other related duties as assigned.

Physical Demands

1. Work is performed while standing, sitting and or walking.

2. Requires the ability to communicate effectively utilizing speech, vision and hearing.

3. Requires the use of hands for performing simple grasping and fine manipulations.

4. Requires ability to balance, kneel, crouch, crawl, climb and reach.

5. May require the wearing of a respirator.

6. Requires the frequent transport of up to 50 lbs. and occasional transport of up to 100 lbs.

7. Exposure to moving machinery, dust, fumes and vapors and drastic changes in temperature and humidity.

8. May require traveling in small aircraft and/or staying out of town overnight.
