Job description
Under general supervision of the City Engineer, is responsible for oversight of the design and construction of pavements, bridges and structures, the preparation of maps and plats of streets and City property and the maintenance of related records.
- Supervises the activities of a group of subordinate engineers and drafting technicians.
- Assigns work and inspects and monitors work in progress and upon completion.
- Ensures that procedures are properly performed in the preparation of plans and specifications for street and alley paving including, but not limited to, setting the width and grade of streets and alleys, the type of paving and preparing and tabulating bids.
- Ensures that procedures are properly performed in the preparation of plans and specifications for street widening, alley and street openings, and bridge and structure rehabilitation, repair and replacements.
- Ensures that procedures are properly performed related to the construction engineering services associated with in-house managed construction projects on streets, alleys, bridges and structures.
- Coordinates with the Field Engineer on appropriate project staffing for inspectors, testing technicians and surveyors in support of project design and construction for streets, alleys, bridges and structures.
- Oversees the maintenance of plans and records of City owned property, the City's house numbering system, records of street names and changes, and furnishing of sketches and descriptions of places where crimes were committed for the Police Department.
- Performs studies of paving materials, sources of supply, and equipment and methods used.
- Handles special assignments and investigations such as plans for specifications for the Airport runways and aprons, and developing a drainage system for the airport. Secures agreement on proposed general solutions.
- Defines problems and provides instructions and sketches to subordinate staff assigned the preparation of satisfactory solutions, proposing alternate approaches as required.
- Reviews alternate solutions and plans to determine which is the most appropriate; recommending modifications as required.
- Establishes standards and guidelines for design staff, inspectors, and contractors.
- Investigates the cost of various types of safety zones, and of hauling rubbish and waste.
- Drafts weight and loading ordinances.
- Estimates the personnel, materials, time requirements and cost of proposed work.
- Confers with officials of other city departments, private concerns and public utilities to secure cooperation and coordination necessary to complete street and alley enhancements.
- Arranges securing of personnel, material and supplies required.
- Establishes record and control systems and prepares engineering reports.
- Initiates and directs staff training.
- Maintains discipline and settles grievances at the division level.
- Participates as management representative in discussions or conferences with employee organizations.
- Represents the division at conferences on engineering matters.
Bachelor's degree in civil engineering and preferably advanced training in engineering management or public works administration.
Five years of recent and progressive experience in the design and construction of pavements, two years of which must have been in a supervisory capacity and include surveying and field inspection work.
Michigan Department of Transportation (MDOT) Project Engineering experience on multiple projects of varying complexity and disciplines such as bridges, concrete paving, hot mix asphalt (HMA) resurfacing, and Americans with Disabilities Act (ADA) ramp construction.
Preference for structural bridge design and construction experience, especially with the MDOT MiBridge reporting system.
LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:
Current registration as a Professional Engineer in the State of Michigan.
Valid State of Michigan Operator license.
MDOT Project Engineer Certification, preferred.
