ASRC Federal Netcentric Technologies is seeking an Environmental Scientist to support environmental compliance activities closely supervised by the Environmental Coordinator under the Kirtland AFB Engineering Operations Services (KEOS) contract in Albuquerque, NM.

Responsibilities:
The Environmental Scientist will be required to work with asbestos, fuel tanks, and other hazardous materials. The scientist may have to work in enclosed areas or in a field environment. Scientist needs to know how to work within nuclear protocols.

Essential Duties & Responsibilities

  • Be required to work with asbestos, fuel tanks, and other hazardous materials.
  • May have to work in enclosed areas or in a field environment.
  • Need to know how to work within nuclear protocols.
  • Must have a working knowledge of conducting environmental inspections within industrial shops, identifying areas of environmental noncompliance, and developing corrective action plans.
  • Must be able to complete revisions to plans, SOPs, and other regulatory documents.
Qualifications (Knowledge/Skills/Abilities/Experience)

  • Hazardous Material Storage and Use: to follow Safety Data Sheets (SDS) and professional recommendations for control of humidity, temperature, cleanliness, and materials handling to maintain compliance with all SDS requirements. This includes all hazardous materials.
  • Hazardous Waste Collection: to ensure proper collection and turn-in of contractor-generated hazardous, non-hazardous, toxic wastes, special or radiological wastes, and materials to maintain compliance with all hazardous waste collection and turn-in procedures. Turn-in procedures shall be IAW all current Federal, State, and local environmental rules and regulations listed in this PWS. All hazardous waste and hazardous waste shipments shall be properly manifested under the KAFB EPA Hazardous Waste Identification Number.
  • Must have a basic awareness of Environmental Management Systems (EMS) as required by AFI 32-7001
  • Work with the Environmental Management System (EMS) Cross-Functional Team. Attend meetings with this team once per quarter.
  • Develop EMS policies and guidance documents that may include specific compliance procedures (management plans, checklists, etc.).
  • Assist with updating and reviewing the installation’s environmental aspects and impacts.
  • Assist with the development of environmental objectives and targets to achieve desired environmental program initiatives.
  • Support and participate in the Environmental Inspection Process (EIP) as required by AFI 32-7001 Environmental Management, DoDI 4715.06, DoDI 4715.17, AFI 90-201, and AFPAM 90-803.
  • Conduct Shop-level inspections
  • Assist with program-level self-assessment to assess compliance with all Federal, State, local and AF environmental regulations and laws.
  • Provide support for Environmental Spill responses on or off installation and reporting’
The Scientists will provide support for the following:
  • Support the NEPA Activity.
  • Conduct Environmental Impact analysis
  • Perform Construction requirements reviews
  • NEPA Recordkeeping and Miscellaneous Administrative Support
  • Finding Tracker Management & Staff Assistance Visits
  • eDASH Finding Tracker Management Support.
  • Vehicle Certification and Reporting System (ECARS) Management.
  • all Storage Tanks are compliant and provide support as needed.
  • Solid Waste/Construction Project Monthly Recordkeeping.
  • Firing Range Monthly Recordkeeping and Review.
  • Wastewater Compliance Support
  • Refrigerant Management Program Recording
  • Environmental baseline surveys
  • Environmental Assessments as required.
  • Air Quality Stationary Source Permitting
  • Environmental Impact Analysis Process
  • Management, operation, and maintenance of stormwater discharge under contractor control are done in compliance with all current Federal, State, and local environmental rules and regulations.
  • Miscellaneous environmental services as assigned
  • The Environmental Scientist must have a minimum of a Bachelor of Science degree with five years of related experience in environmental compliance and the NEPA process, or
  • Master of Science degree with three years of related experience.
  • Must be able to pass a drug screen.
  • Must have the ability to obtain and maintain a U.S. government-issued secret security clearance.
