General Summary of the Position

This position specializes in providing and coordinating proposal support and estimating services for projects of all sizes and contracts of all types. This position will provide accurate and timely estimates which include home office costs, major equipment pricing, materials, shop and field labor, construction subcontracts, rentals, and indirect costs. It will also develop cost effective estimates and identify explicit proposal inclusions to be prepared within required timelines. As training progresses, position will be expected to execute smaller scale estimates and proposals on a stand-alone basis with oversight from the Proposal Manager. The position will also generate historical databases from past projects and develop meaningful metrics for high level estimate evaluations and comparison.


Essential Duties and Responsibilities (following are accountabilities included but not limited to):

  • Responsible for all estimate inputs, checks and balances.
  • Works with all departments necessary to get accurate information.
  • Provides historical data and escalation recommendations if items cannot be bid in allotted time.
  • Coordinates data and inputs needed to generate estimates for engineering, procurement, fabrication, and construction.
  • Maintains files of working documents as back-ups for estimate figures.
  • Follows awarded contracts as assigned, including estimating extra work items, change orders, credits, procuring material, etc.
  • Assists in the evaluations of appropriate contingency and escalation.
  • Assists Proposal Manager in expediting inputs and responses.
  • Develops a database of all historical equipment and metrics.


Skills and Abilities:

  • Proficiency in mathematics, statistics, and data analysis.
  • Excellent analytical skills and attention to detail.
  • Report writing and strategic planning skills.
  • Familiarity with analyzing requirement data to develop material and cost estimates for large projects.
  • Expertise with analytic tools, such as spreadsheets and database managers.
  • Ability to read and interpret technical documents.
  • Excellent written, verbal, and interpersonal communication skills.
  • Exceptional time management skills.
  • Self-motivated to meet deadlines.


Education, Training and Experience:

  • Three years or more experience in proposal and presentation planning, layout, editing, and drafting proposal content.
  • Degree in engineering, business, or construction management.
  • Three years in the oil and gas midstream or downstream industry is preferred
  • Construction estimating experience outside the industry will be considered.


Work Context:

  • Regularly works in the office but may be required to visit fabrication and assembly facilities and field locations as needed. At those facilities, must be able to work in outside conditions that include inclement weather, heat, humidity, and exposure to dust and other particles.
