SCOPE OF POSITION: The Fiscal Services Manager supervises the day-to-day operations of the fiscal services department and prepares and assists in the preparation of financial statements, documents, analysis, and reports.

EXAMPLE OF DUTIES:

  • Performs and coordinates fiscal functions, monitoring, and record-keeping for the Rockingham County Rehabilitation and Nursing Center (RCRNC) of the business office. Establishes and maintains accounting records, reports, and accounting systems.
  • Initiates journal entries, fiscal transactions, reconciles accounts, ledgers, expenditures, and other fiscal transactions. Reviews journal entries and accounting transactions in accounting systems for RCRNC.
  • Oversees and maintains records required by County, State, and Federal regulators and/or auditors.
  • Coordinates nursing home billing systems with county financial systems and finance department.
  • Provides information and generates monthly, quarterly, and annual reports for audits and cost reports.
  • Gathers, compiles, and interprets data for budget preparation to ensure expenditures are not exceeding appropriations.
  • Prepares and submits monthly budget/revenue report to the Director of Long Term Care Services.
  • Oversees requisitions/invoice budget account line assignments for payments. Reviews all warrant submissions for payments to keep within prescribed guidelines.
  • Submits accruals to Rockingham County Finance Office monthly for financial reports and end of year coordination of invoice accruals/budget line monitoring.
  • Monitors expenditures of all Special Account Trust Funds and in process probate for RCRNC. Reconciles and performs internal audit and reporting for Resident Fund Account.
  • Analyzes and makes projections based on current spending trends and recommends line-item transfers to the Director of Long Term Care Services to increase funds available for expenditure on budget lines.
  • Assists county financial office with monthly reconciliations of account receivable and miscellaneous revenue.
  • Reconciles bills for physician services and submits them to the Finance Office.
  • Processes refunds for Assisted Living Community and Nursing Home.
  • Performs full-service payment (AP) and collections (AR) activities for Assisted Living and Nursing Home Communities including adult medical care, managed care, and point click care.
  • Follows up on Medicare account receivables weekly.
  • Maintains effective communications with lead departmental staff on fiscal matters as well as with the financial community; banks, auditors, third party administrators, and governmental entities.
  • Maintains confidential information in accordance with the legal standards and/or County regulations.
  • Supervises, evaluates, schedules, trains, and exercises appropriate disciplinary actions for assigned staff.
  • Reviews, edits, and approves time and attendance records for Long Term Care Administration and Switchboard.
  • Represents fiscal operations at Delegation and other meetings as required.

TYPICAL QUALIFICATIONS:

  • Bachelor’s Degree in Accounting or Business/Public Administration or related field; or
  • Three (3) to five (5) years of experience performing fiscal and/or professional accounting duties; or
  • Equivalent combination of education and experience will be considered.
  • Three (3) to five (5) years of demonstrated supervisory skills.
