Description
SAIC is seeking an FMS New Business Technical Planner to provide acquisition support on Foreign Military Sales (FMS) programs within PMA 299, H-60 Multi-Mission helicopter’s Program Office at Naval Air Systems Command (NAVAIR) in Patuxent River, MD. The selected candidate will provide support to the FMS team in the development of FMS Cases by coordinating the collection and presentation of technical information relevant to the customer requests.
Job Duties:
- Review of questions or requests from potential FMS customers to determine the possible response options based on the existing FMS case and domestic technical guidance.
- Develop documentation or briefs in response to potential FMS customers that documents the technical options that are releasable and feasible to meet the customer’s needs.
- Support the development of additional documentation throughout the process of reaching a Memorandum of Agreement (MOA) with the potential customer. Will include both technical engineering and programmatic cost and schedule information.
- Coordination with PMA 299 Foreign Disclosure team to ensure documentation is accurate and reviewed for releasability within reasonable timelines.
- Provide support in the development of schedule and budget planning related to development and implementation of a MOA.
- Support processing of budget and financial documentation required to support implementation of each FMS Case.
- Researching and providing technical data to support FMS customer for RFIs, including assessing if information is releasable.
- Communication and coordination with both internal PMA and external stakeholders to find and document updated technical documentation as needed to ensure accuracy in addressing FMS customer concerns, within the boundaries of what can be released.
Qualifications
***This position REQUIRES U.S. citizenship and, at minimum, an interim DoD secret-level clearance. All candidates without an active clearance will be immediately disqualified.***
Required Education and Experience
- Bachelors degree in Engineering, Mathematics, Computer Science, Physics, Business, or related technical discipline with four (4) years of relevant experience with Naval Aviation, Naval Weapon Systems, and/or Navy Foreign Military Sales.
- Active Interim Secret Clearance at a minimum.
- Familiarity with NAVAIR Program Office Systems Engineering Processes.
- Knowledge of DoD Foreign Military Sales processes and reliability guidelines.
- Prior experience with the H-60 platform is highly desired.
- Understanding of Foreign Disclosure Policy and constraints is highly desired.
