JOB TYPE: Exempt, Salary, Full Time

SUPERVISES: Crew Lead

LOCATION: This position is based in Upper Lake, CA in Lake County. Substantial field work within Lake County and surrounding areas. Field 3 - 4 days / week, Office 1 - 2 days / week.

BENEFITS: 401k, health insurance reimbursement, on the job training, holidays, paid time off, sick leave. Salary commensurate with experience. $55,000 - $75,000. Relocation stipend available for out-of-county hires.

ORGANIZATIONAL VISION

The Tribal EcoRestoration Alliance (TERA) is a cross-cultural, multi-organizational collaborative that works to revitalize ecology, economy, and culture through indigenous-led stewardship.

The mission of TERA, founded in 2019, is to cultivate land stewardship, livelihood, and leadership skills that weave collaborative relationships between Tribal members and the community at large for the benefit of all lands and beings. Our program goals include:

  • Strengthen ties to land and culture
  • Connect tribal members with meaningful livelihoods and culturally relevant work in their ancestral territories
  • Regenerate local ecology of the North Coast Ranges, and improve resilience to fire
  • Build capacity for native voices to play a central role in land stewardship

TERA is a young organization in a dynamic growth phase, and building a team of professionals who are deeply committed to TERA’s vision. TERA is a fiscally sponsored project of the 501c3 nonprofit Occidental Arts & Ecology Center (OAEC), who provides administrative support for the project as fiscal sponsor.

POSITION SUMMARY

The Fuels Captain will have significant experience in fuels management and be responsible for fostering the discipline and accountability needed for programmatic success while promoting the cultural and personal wellbeing of the TERA intertribal hand crew. The Fuels Captain serves as a Supervisor to the Crew Lead, who supervises five additional crew members. The Fuels Captain ensures that the crew has the resources, support, and structure needed to be safe and thrive, to effectively deliver project goals, and to develop crew members as leaders within TERA and in externally-facing roles with TERA partners, stakeholders, and the public.

The Fuels Captain is a strong mentor and team-builder who works closely with the Executive Director, the Crew Lead(s), the Crew Field Specialist and Crew Administrative Specialist to ensure that the goals of TERA are met and to effectively identify and resolve both immediate and systemic barriers to team’s success.

Under supervision of the Executive Director, the Fuels Captain implements fuels management operations including thinning, slash management, prescribed burning, and information collecting for forest stewardship plans. In addition, the Fuels Captain oversees the safety of the crew, management of the shop and all apparatus, equipment and supplies assigned. The nature of this work is such that considerable initiative and independent judgment are exercised in the performance of duties. In the absence of the Crew Lead, the Fuels Captain performs the duties of the Crew Lead. Heavy physical exertion is required on a daily basis.

DUTIES AND RESPONSIBILITIES

Oversee Effective Crew Operations Safety & Wellbeing of the Crew (65%)

  • Support the learning and professional development of crew. Develop personalized learning plans for crew consistent with individual needs and interests and program goals and capacity.
  • Support crew in developing their skills to educate and to lead in various settings, including with the broader Tribal community and the public
  • Support crew in developing their ability to manage and lead volunteers
  • Accompany TERA crew in the field, supporting their day-to-day work, helping to resolve problems and remove roadblocks, and ensuring that work is completed in an efficient, safe, and effective way
  • Provide on-the-job training in the field for 6 - 20 TERA Crew members, including topics such as: chainsaw cutting, safety and technique; prescribed fire skills
  • Participate in the hiring, onboarding, and training of new crew members
  • Communicate and enforce department policies and standard operating procedures
  • Ensure accurate Crew attendance records and project codes for billing
  • Support Crew Lead to implement fuels management projects, with attention to accuracy, detail and safety
  • Proactively identify and resolve problems that may impact the crew’s wellbeing and their ability to deliver on goals, bringing issues and recommendations to TERA management
  • Resolve any disciplinary issues of Crew. Work with Human Resources Manager and Crew Lead to conduct performance evaluations and recommends merit pay increases and disciplinary actions
  • May perform duties of the Crew Lead in his/her/their absence

Oversee Shop, Tool & Vehicle Management (15%)

  • Supervise and support the Tool Manager to oversee cleaning and maintenance of the TERA shop, and all apparatus, equipment, PPE, and supplies as well as oversee inventory of such equipment and supplies
  • Ensure that TERA has effective systems for assessing needs, purchasing, maintaining, and inventorying equipment and gear
  • Oversee upgrades to the shop as needed

Team Collaboration: (15%)

  • Mentor and supervise TERA intertribal hand crew and oversee implementation of field work
  • Attend staff meetings, weekly crew meetings, etc.
  • Attend events, meetings, interface with the public as a TERA representative

Other duties as needed: (5%)

PROFESSIONAL QUALIFICATIONS

Minimum Qualifications:

  • Two or more years of experience in forestry, fuels management, fire suppression, or a closely related field
  • Two or more years of supervisory experience. Demonstrated success in team-building, training, and mentorship
  • Minimum High School Diploma or GED
  • Strong coaching and team-building orientation. Ability to effectively instruct and impart necessary skills to colleagues and direct reports
  • Strong communication skills with the ability to listen well, and write and speak effectively
  • Able to contribute to a high-functioning, collaborative team environment
  • Knowledge of and demonstrated ability in prescribed fire / wildland fire suppression / cultural burning, as well as chainsaw fuels management treatments
  • Considerable knowledge of the safety practices, uses, and operating methods of apparatus, equipment, and supplies used in fuels management treatments and wildland firefighting operations
  • Ability and willingness to conduct public presentations and to represent TERA in a professional manner
  • Willingness to learn about contemporary challenges, concerns, and interests of Lake County tribal community and ecology
  • Two or more years experience working effectively with diverse groups, ability to build and maintain strong working relationships
  • Qualified with First Aid / CPR, Wildland Chainsaws (S212) (or equivalent chainsaw training)
  • Ability to pass arduous wildland fire physical fitness qualification test within two weeks of appointment and maintain fitness qualification on at least an annual basis to retain NWCG Red Card Qualifications per PMS 310-1

Preferred Qualifications:

  • Proficient in utilizing a variety of mapping applications - Google Earth, Avenza
  • Proficiency and flexibility with office technology including Microsoft Office, Google Suite, smartphones, digital camera, Zoom
  • Able to develop and follow a prioritized plan of work, set and keep deadlines and work on multiple projects concurrently
  • Experience working with Tribal communities
  • Bachelors degree
  • Qualified with one of the following: Firefighter Type 1 (FFT1), Crew Boss (CRWB) or Engine Boss (ENGB), or Prescribed Fire Burn Boss Type 3 (RXB3) per National Wildfire Coordinating Group Red Card standards (PMS 310-1)
  • Native American Preference Applies: Preference given to qualified Native Americans pursuant to the Indian Self Determination and Education Act, public Law 93-638
