POSITION SUMMARY: The General Manager, Transportation, will direct and control all aspects of providing safe transportation services, including, but not limited to all bus fleet management and maintenance, routing and scheduling of students, the daily operation of buses and personnel management. Under the general supervision of the Deputy Superintendent, Operations, the General Manager, Transportation, will organize, coordinate, and review performance of transportation staff in the safe and timely transportation of the district's students. The General Manager, Transportation, will maintain continuous contact with parents, school leadership, the community, and other departments. The General Manager, Transportation, will ensure operations result in a safe and economical student transportation system that conforms to the laws and regulations of the Florida State Board of Education, Federal Statute, and the school board.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Provides leadership and administrative oversight for the district’s total transportation program by interpreting and recommending local options to applicable federal and state statutes, state administrative code, and Florida State Board and Education Policy.
  • Coordinates with school personnel and other departments to resolve student transportation issues and ensure student and employee safety.
  • Acts as the Deputy Superintendent’s designee to make daily decisions relative to the provision of school bus services, implementing school bus routes, and investigating school bus-related crashes.
  • Confers and responds to public comments, concerns, suggestions, and complaints regarding any aspect of school system provided transportation.
  • Oversees the maintenance, budget, and management of applicable school district vehicles.
  • Establishes evaluation standards for and coordinates the hiring, employment, supervision, training, and counseling of all Transportation Department personnel.
  • Prepares and manages the disbursement of budget, including operating and/or capital funds, as appropriate.
  • Establishes and maintains an effective and cooperative working relationship with local, state, and federal agencies. Ensures that department staff adheres to state rules, school board rules, and departmental policies, and procedures.
  • Informs the Deputy Superintendent, through proper mechanisms, of potential problems or unusual events and responds to inquiries and concerns in a timely manner.
  • Develops annual goals and objectives for assigned departments or programs and evaluates to ensure program success. Exercises proactive leadership in promoting the vision and mission of the district.
  • Demonstrates initiative in identifying potential problems or opportunities for improvement and takes appropriate action.
  • Maintains expertise in assigned areas to fulfill project goals and expectations.
  • Performs any other duties as assigned.

QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully.

Education: A master’s degree. Degree in educational Leadership preferred.

Experience: Ten (10) years of increasingly responsible experience in a transportation preferred, with five (5) years of related management or supervisory experience required. Experience in public school administration, public school district administration, or other large diverse organization required. Verified transportation experience may substitute for the master’s education requirement on a basis of two years of experience for each year of the educational requirement.

Certificates/Licenses/Registrations: Certifications in appropriate technical field preferred.

Language Skills: Reads, analyzes, and interprets all kinds of documents. Responds to inquiries or complaints from employees, regulatory agencies, or community. Writes speeches and effectively presents to managers, the public, and school board.

Mathematical Skills: Applies advanced math concepts and math operations to such tasks as frequency distribution, determination of test reliability and validity, correlation techniques, and sampling theory.

Reasoning Ability: Defines problems, collects data, establishes facts, and draws valid conclusions. Interprets an extensive variety of technical instructions in mathematical or diagram form and deals with several abstract and concrete variables.

Computer Skills: Microsoft Office.

OTHER REQUIREMENTS: This position requires traveling to various school sites, work locations, and/or community organizations throughout the district.

SUPERVISORY EXPECTATIONS: Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district’s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
