POSITION DESCRIPTION

Position Title: GIS Analyst Pay Grade: 8 Starting Salary: $56,576.00
Dept./Div.: GIS Employment Status: Full-time
Reports to: GIS Manager FLSA Status: Non-Exempt
Civil Service Status: Bargaining Unit EEO Status: 02- Professional

CLASS DESCRIPTION:
Under general supervision of the GIS Manager, the GIS Analyst conducts advanced analysis of spatial data for customers of the GIS department; performs general property-related research; processes GIS-related transactions including map production expressing the analytical results; performs other related duties as required.

QUALIFICATIONS: An example of acceptable qualifications:
Possession of a Bachelor’s degree from an accredited college or university in geography, engineering, planning, data sciences, GIS or related discipline; four (4) or more years of related experience and/or training or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of this position.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Geographic Information System Professional (GISP) Certification issued by the GIS Certification Institute preferred.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:
Advanced knowledge of the ESRI ArcGIS Platform, working knowledge of computer aided design software, and remote sensing software is a plus. Expertise in operating personal computers, various mobile devices, computer software (e.g.
Microsoft Office, modern web browsers, Adobe, RMS, iasWorld, and other applicable computer software); printers, copy machine, phone, fax machine, other standard modern office equipment, and plotters is required.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); this is considered sedentary work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and/or department needs, this position may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

40% (1) Performs advanced analysis of spatial data utilizing GIS technology; creates/updates maps; assigns addresses; researches and draws easements; examines right of ways; performs other property-related research; creates and maintains accurate records; performs data analysis, maintenance, and conversion.

30% (2) Answers customer inquiries and provides GIS maps and data to the general public, business, and commercial property owners; works to resolve complaints/issues; maintains good public relations with customers; explains
GIS data and mapping.

15% (3) Manages & contributes to the successful implementation of highly complex tasks & GIS projects and provides support for GIS users.

5% (4) Maintains and organizes files and data in accordance with Office procedures; may assist with special projects.

5% (5) Attends meetings and serves on committees, as directed; attends training and seminars, as directed.

(6) Maintains required licensures and certification, if any.

(7) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

(8) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

5% (9) Performs other related duties as assigned.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*Indicates developed after employment)

Knowledge of: *County, Auditor, and Department goals and objectives; *County, Auditor, and Department policies and procedures; *personnel rules and regulations; government structure and process; training methods; office practices and procedures; *Ohio Revised Code (applicable Auditor’s duties); office management; GIS software; system analysis; IT support; data security; computer hardware; server management; smart phones/tablets; troubleshooting; special remote sensing concepts; identification of change from aerial imagery.

Skill in: computer operation; use of modern office equipment; operation of data processing equipment; operation of GIS equipment; installation of GIS software; computer programming; problem solving.

Ability to: develop and maintain effective working relationships; perform job safely; interpret a variety of instructions in written, oral, picture, or schedule form; exercise independent judgment and discretion; add, subtract, multiply, and divide whole numbers; calculate fractions, decimals, and percentages; define problems, collect data, establish facts and draw valid conclusions; maintain accurate records; prepare accurate and concise reports; sorts items into categories according to established methods; train or instruct others; communicate effectively in oral and written form; maintain confidentiality; resolve complaints from citizens; travel to and gain access to worksite; understand technical manuals and/or verbal instructions; troubleshoot; be attentive to detail.
