Overview:
The Government Relations Manager is a new position at OnPoint that will report to the Chief Legal Officer and work closely with the Chief Executive Officer, Chief Legal Officer, and other members of the Executive Team to develop and drive the strategies of the credit union in relation to state and federal legislation affecting credit unions and state and federal consumer financial regulation policy. The ideal candidate will build effective working relationships with a wide array of stakeholders, including elected officials and their staff, internal company leadership, trade associations, and outside government affairs consultants.
Responsibilities:
Essential Functions and Responsibilities
  • Represent OnPoint by lobbying for credit unions before relevant state and federal policy makers
  • Develop and implement the credit union’s state and federal government affairs strategy and clearly communicate the strategy to external and internal stakeholders
  • Review proposed legislation and regulations that may affect OnPoint and credit unions in a timely manner and provide a strategy for advocating in support or opposition
  • Provide research and analysis of emerging or existing legislative and regulatory issues impacting the credit union
  • Monitor regulatory and legislative hearings, political press, pertinent community discussions, and various policy meetings relevant to the credit union’s interests
  • Participate in industry trade association committees and groups to strategize, monitor industry developments and advance the credit union’s positions on key legislative and regulatory issues
  • Build and maintain effective relationships with key policy makers and policy influencers based on integrity, expertise, and constructive dialogue
  • Gather intelligence and lead the preparation of position papers, policy briefings, presentations, and legislative testimony for pending legislative and regulatory actions
  • Coordinate and execute strategy with key strategic partners in community, government and credit union movement to achieve the credit union’s objectives
  • Develop a political giving strategy on behalf of the credit union and attend political events as a representative of the company in consultation and partnership with the political action committee representing Oregon credit unions.
  • Join the Oregon Capitol Club, the professional organization for lobbyists in Oregon.
Qualifications:
  • Minimum of 3 years of experience in the state legislative or regulatory advocacy environment with a focus on financial services preferred.
  • Bachelor's Degree in Political Science or related field and/or equivalent experience
  • Excellent written and oral communication skills effective with political, policy, and senior level executive audiences
  • Ability to work independently, creatively, and resourcefully
  • A collaborative team player, consultative, confident decision-maker, self-motivated, and able to drive processes
  • Ability to work with respect across the political aisle, with policymakers who possess a range of ideologies and political perspectives even when those perspectives conflict with personal perspectives
  • Strong knowledge of the structure/operational function of state or federal governments overall, including both the legislative and executive branches
