Under the direction of the Manager, Capital Programs, the Grant Program Specialist is responsible for researching, developing, and administering federal, state, and local grants to support the capital and operating activities of the Agency. The Grants Program Specialist works closely with the Capital and Grants Planner and Senior Grant Accountant to ensure funds are expended within the various rules and regulations that are a condition of receiving such funding.
Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
  • Provide grant administration and project management oversight, including the preparation of
    grant applications, budget revisions, and capital budget adjustments as necessary
  • Administer grants to ensure all project milestones and timelines are met, and expenditures are
    within scope and budget. Ensure grants are completed and closed on schedule
  • Develop, submit and administer grants for federal, state, or local agencies through an external
    electronic grant management system, as required to secure project and grant funding; prepare
    and submit monthly, quarterly, semi-annual, annual, or other progress reports as required
  • Develop and manage an internal capital program database that centralizes critical project
    information related to project scope, cost, and schedules.
  • Develop and submit project and expenditure updates as necessary to comply with grant
    reporting requirements
  • Monitor grants and capital projects to comply with all federal, state, and local grant
    requirements
  • Perform various types of statistical analysis to provide information on Grant statuses and
    project progress.


JOB DUTIES include:
  • Ensure grant compliance through regular project management meetings; coordinating with
    project managers and other departments as needed to ensure timely implementation and
    completion of all grant-funded activities
  • Work closely with the Capital and Grants Planner and Senior Grant Accountant to review
    and approve purchase requisitions to ensure all project costs are within the scope of the
  • approved grant funding and to report on federal, state, and local grant programs and
    expenditures resulting from the capital check run.
  • Work closely with Finance to compile grant-funded asset data necessary for regular reporting
    and award close-outs.
  • Attend FTA, State, and local agency training to stay informed about the latest reporting
    requirements and compliance
  • Maintains and improves upon procedures to track grants and grant-related deadlines and
    expenditure progress through an electronic database
  • Comply with all safety regulations stated in the company safety program and report safetyrelated accidents, incidents, and unsafe work conditions. Attends safety-training programs as
    required
  • Other duties may be assigned

Qualifications:
EDUCATION AND EXPERIENCE
  • A minimum of two years of responsible grant or program management experience in a transit
    or public Agency is highly desired.
  • A four-year college degree in public administration, project management, business, data
    science, accounting, or a related field is desired.

Hiring Range:
(Based on Experience): $69,235-$81,351 Annual (DOQ), with excellent fringe benefits.
